BY LETTER DATED MAY 10, 1965, WITH ENCLOSURES, YOUR ASSISTANT GENERAL COUNSEL, REGULATIONS AND GENERAL LAW DIVISION, REQUESTED OUR VIEWS WITH REGARD TO CONTEMPLATED LEGISLATION WHICH WOULD AMEND THE FEDERAL PROPERTY AND ADMINISTRATIVE SERVICES ACT OF 1949, AS AMENDED, TO AUTHORIZE CERTAIN CONTRACTS FOR SUPPLIES AND SERVICES TO EXTEND BEYOND ONE YEAR.

AS EXPLAINED IN THE MAY 10 LETTER, THE CONTEMPLATED LEGISLATION RESULTED FROM YOUR ADMINISTRATION'S REVIEW OF A DEPARTMENT OF DEFENSE DRAFT BILL TO AMEND 10 U.S.C. 2306 TO PROVIDE FOR SUCH AUTHORITY.
