REQUESTS RECONSIDERATION OF A PART OF YOUR CLAIM FOR VARIOUS TRAVEL EXPENSES WHICH WAS DISALLOWED BY OFFICE SETTLEMENT OF AUGUST 16. THIS ITEM WAS DISALLOWED AS CAUSED BY DELAY FOR PERSONAL REASONS. YOUR SCHEDULED SAILING TIME FROM NEW YORK CITY WAS 1605 OCTOBER 18. PER DIEM WAS ALLOWED ON THE ORIGINAL VOUCHER FOR TRAVEL FROM OAKLAND TO NEW YORK BASED ON THE AMOUNT YOU CLAIMED COMPUTED ON THE HYPOTHETICAL TRAVEL SPECIFIED BY YOU. PER DIEM ALSO WAS CLAIMED AND ALLOWED FROM NOON ON OCTOBER 18. YOU COULD HAVE LEFT OAKLAND ON THE SOUTHERN PACIFIC AT 1535 OCTOBER 14. A SETTLEMENT FOR SUCH AMOUNT IN YOUR FAVOR WILL BE ISSUED IN DUE COURSE.

YOUR LETTER OF SEPTEMBER 16, 1963, REQUESTS RECONSIDERATION OF A PART OF YOUR CLAIM FOR VARIOUS TRAVEL EXPENSES WHICH WAS DISALLOWED BY OFFICE SETTLEMENT OF AUGUST 16, 1963. SPECIFICALLY, YOU RECLAIM PER DIEM IN NEW YORK CITY FOR YOURSELF AND YOUR WIFE FOR $32 FROM 1200 OCTOBER 17, 1962, TO 1200 OCTOBER 18, 1962, UNDER 6 FOREIGN AFFAIRS MANUAL 136.2-2 THEN IN EFFECT, WHICH PROVIDES IN PERTINENT PART THAT:

"AT UNITED STATES PORTS OF EMBARKATION

"FOR TIME SPENT AT PORTS OF EMBARKATION IN THE UNITED STATES, THE FOLLOWING PERIODS SHALL BE CONSIDERED AS REASONABLY NECESSARY:

"A. WHEN TRAVEL BEGINS 300 MILES OR MORE FROM PORT OF EMBARKATION-- 24 HOURS BEFORE SCHEDULED FLIGHT OR SAILING TIME.'

THIS ITEM WAS DISALLOWED AS CAUSED BY DELAY FOR PERSONAL REASONS, I.E., MEDICAL TREATMENT FOR YOUR WIFE. TRAVEL VOUCHER NO. 10948 SHOWS YOU ARRIVED IN NEW YORK CITY, AFTER TRAVEL FROM OAKLAND, CALIFORNIA, AT 0835 OCTOBER 15. YOUR SCHEDULED SAILING TIME FROM NEW YORK CITY WAS 1605 OCTOBER 18.

PER DIEM WAS ALLOWED ON THE ORIGINAL VOUCHER FOR TRAVEL FROM OAKLAND TO NEW YORK BASED ON THE AMOUNT YOU CLAIMED COMPUTED ON THE HYPOTHETICAL TRAVEL SPECIFIED BY YOU, NAMELY, DEPARTURE FROM OAKLAND ON OCTOBER 14 AT 1115, ARRIVAL IN NEW YORK ON OCTOBER 17 AT 0835, WITH PER DIEM CLAIMED AND ALLOWED FOR $104 FOR 3 1/4 DAYS. PER DIEM ALSO WAS CLAIMED AND ALLOWED FROM NOON ON OCTOBER 18. THE OFFICIAL RAILWAY GUIDE ON FILE IN OUR OFFICE INDICATES THAT IN ORDER TO ARRIVE IN NEW YORK CITY AT LEAST 24 HOURS BEFORE THE SAILING TIME OF YOUR SHIP, YOU COULD HAVE LEFT OAKLAND ON THE SOUTHERN PACIFIC AT 1535 OCTOBER 14; ARRIVED CHICAGO AT 1220, OCTOBER 16; DEPARTED CHICAGO AT 1600, OCTOBER 16; AND ARRIVED IN NEW YORK CITY AT 8:30 A.M. (STANDARD TIME) ON OCTOBER 17, 1962.

THEREFORE, YOU MAY BE ALLOWED PER DIEM BASED ON THIS HYPOTHETICAL SCHEDULE FROM NOON OCTOBER 14 TO NOON OCTOBER 18 FOR 4 DAYS FOR TWO PERSONS AT $16 A DAY, OR $128, LESS THE AMOUNT ALREADY ALLOWED OF $104, LEAVING AN AMOUNT DUE YOU OF $24. A SETTLEMENT FOR SUCH AMOUNT IN YOUR FAVOR WILL BE ISSUED IN DUE COURSE.
