REFERENCE IS MADE TO YOUR LETTER OF AUGUST 19, 1963, PROTESTING THE REJECTION OF THE LOW BID YOUR COMPANY SUBMITTED TO HOWARD UNIVERSITY FOR STUDENT PHOTO IDENTIFICATION CARDS.
