WHEREIN YOU CLAIM THAT THERE SHOULD BE REFUNDED TO YOU THE AMOUNT OF THE DUPLICATE FEDERAL EMPLOYEES GROUP LIFE INSURANCE DEDUCTION THAT WAS WITHHELD FROM YOUR SALARY BY THE AGENCY FOR INTERNATIONAL DEVELOPMENT. SINCE THE ACTION OF THE AGENCY FOR INTERNATIONAL DEVELOPMENT WAS TAKEN IN ACCORDANCE WITH THE DISCRETIONARY AUTHORITY GRANTED UNDER APPLICABLE REGULATIONS OF THE CIVIL SERVICE COMMISSION. WE HAVE TAKEN THE MATTER UP WITH THE COMMISSION. IT WILL HANDLE THE CLAIM FOR REFUND OF THE AMOUNT OF THE DUPLICATE WITHHOLDING FROM THE EMPLOYEES' LIFE INSURANCE FUND. IS BEING FORWARDED TO THE CIVIL SERVICE COMMISSION FOR APPROPRIATE ACTION.

WE REFER TO YOUR LETTER OF NOVEMBER 16, 1962, WHEREIN YOU CLAIM THAT THERE SHOULD BE REFUNDED TO YOU THE AMOUNT OF THE DUPLICATE FEDERAL EMPLOYEES GROUP LIFE INSURANCE DEDUCTION THAT WAS WITHHELD FROM YOUR SALARY BY THE AGENCY FOR INTERNATIONAL DEVELOPMENT. YOU POINT OUT THAT YOU TRANSFERRED FROM THE GENERAL SERVICES ADMINISTRATION TO THE AGENCY FOR INTERNATIONAL DEVELOPMENT EFFECTIVE JUNE 17, 1962, IN THE MIDDLE OF A PAY PERIOD. PRIOR TO SUCH TRANSFER THE GENERAL SERVICES ADMINISTRATION HAD MADE THE APPLICABLE INSURANCE WITHHOLDING FOR THE FULL PAY PERIOD. THE AGENCY FOR INTERNATIONAL DEVELOPMENT ALSO WITHHELD THE INSURANCE DEDUCTION FOR THE FULL PAY PERIOD.

SINCE THE ACTION OF THE AGENCY FOR INTERNATIONAL DEVELOPMENT WAS TAKEN IN ACCORDANCE WITH THE DISCRETIONARY AUTHORITY GRANTED UNDER APPLICABLE REGULATIONS OF THE CIVIL SERVICE COMMISSION, WE HAVE TAKEN THE MATTER UP WITH THE COMMISSION. THE COMMISSION HAS ADVISED THAT IF WE FORWARD YOUR CLAIM LETTER TO THAT AGENCY, IT WILL HANDLE THE CLAIM FOR REFUND OF THE AMOUNT OF THE DUPLICATE WITHHOLDING FROM THE EMPLOYEES' LIFE INSURANCE FUND.

ACCORDINGLY, YOUR LETTER OF NOVEMBER 16, 1962, IS BEING FORWARDED TO THE CIVIL SERVICE COMMISSION FOR APPROPRIATE ACTION.
