YOU WERE REIMBURSED FOR TRAVEL FOR YOURSELF AND DEPENDENTS AT THE CONSTRUCTIVE RATE FROM KARACHI TO WASHINGTON. THERE WAS INCLUDED IN SUCH REIMBURSEMENT $24.90 FOR INCIDENTAL EXPENSES. YOU NOW CLAIM ADDITIONAL INCIDENTAL EXPENSES THAT WOULD HAVE BEEN INCURRED IN NEW YORK. YOU HAVE NOT SUBMITTED COPIES OF ANY VOUCHERS OR PAPERS TO VERIFY THE AMOUNT OF INCIDENTAL EXPENSES ALLOWED AT THAT TIME AND THE AMOUNT OF BAGGAGE INVOLVED. WAS MADE BECAUSE WE HAD NO EVIDENCE OF SIMILAR EXPENSES IN CALIFORNIA AND FREEPORT. WHICH COULD HAVE BEEN USED AS A BASIS FOR ALLOWANCE OF CONSTRUCTIVE INCIDENTAL EXPENSES IN NEW YORK AND FREEPORT. IN VIEW OF THE RECOMMENDATION OF THE ADMINISTRATIVE OFFICE THAT AN ADDITIONAL $12 FOR TRANSFER OF PASSENGERS AND BAGGAGE AND $3 FOR BAGGAGE CHECKING DIRECTLY FROM NEW YORK TO FREEPORT WOULD BE A REASONABLE CHARGE FOR THESE SERVICES WHICH APPARENTLY IS BASED ON PAST EXPERIENCE WITH OTHER TRAVELERS.

YOUR LETTER OF MARCH 27, 1963, TRANSMITTED TO OUR OFFICE BY LETTER FROM THE ACTING CHIEF, VOUCHER EXAMINATION BRANCH, DIVISION OF FISCAL SERVICES, OFFICE OF FINANCE, DEPARTMENT OF STATE, DATED APRIL 8, 1963, REQUESTS REVIEW OF OUR SETTLEMENT OF MARCH 14, 1963, WHICH ALLOWED ONLY A PORTION OF THE INCIDENTAL EXPENSES INCURRED BY INDIRECT TRAVEL FROM KARACHI, PAKISTAN, TO WASHINGTON, D.C., VIA FREEPORT, ILLINOIS, AS AN EMPLOYEE OF THE DEPARTMENT OF STATE.

THERE WAS INCLUDED IN SUCH REIMBURSEMENT $24.90 FOR INCIDENTAL EXPENSES. YOU NOW CLAIM ADDITIONAL INCIDENTAL EXPENSES THAT WOULD HAVE BEEN INCURRED IN NEW YORK, NEW YORK, AND FREEPORT, ILLINOIS, BASED ON A PREVIOUS TRIP YOU HAD MADE IN 1955. HOWEVER, YOU HAVE NOT SUBMITTED COPIES OF ANY VOUCHERS OR PAPERS TO VERIFY THE AMOUNT OF INCIDENTAL EXPENSES ALLOWED AT THAT TIME AND THE AMOUNT OF BAGGAGE INVOLVED. OUR DISALLOWANCE OF $49.08 OF THE TOTAL OF $73.98 CLAIMED AS INCIDENTAL EXPENSES INCURRED ON THE BASIS OF THE ROUTE ACTUALLY TAKEN IN PROCEEDING FROM PAKISTAN TO FREEPORT, ILLINOIS, WAS MADE BECAUSE WE HAD NO EVIDENCE OF SIMILAR EXPENSES IN CALIFORNIA AND FREEPORT, ILLINOIS, WHICH COULD HAVE BEEN USED AS A BASIS FOR ALLOWANCE OF CONSTRUCTIVE INCIDENTAL EXPENSES IN NEW YORK AND FREEPORT.

IN VIEW OF THE RECOMMENDATION OF THE ADMINISTRATIVE OFFICE THAT AN ADDITIONAL $12 FOR TRANSFER OF PASSENGERS AND BAGGAGE AND $3 FOR BAGGAGE CHECKING DIRECTLY FROM NEW YORK TO FREEPORT WOULD BE A REASONABLE CHARGE FOR THESE SERVICES WHICH APPARENTLY IS BASED ON PAST EXPERIENCE WITH OTHER TRAVELERS, WE HAVE DETERMINED THAT YOU ARE ENTITLED TO SUCH ADDITIONAL AMOUNTS. HOWEVER, WE DO NOT FEEL THE PRESENT RECORD CONTAINS SUFFICIENT EVIDENCE TO SUPPORT THE ALLOWANCE OF THE BALANCE OF THE $49.08 CLAIMED. SUPPLEMENTAL SETTLEMENT WILL BE ISSUED IN YOUR FAVOR FOR $15.
