ARMENT WAS HIRED EFFECTIVE APRIL 23. HIS SERVICES WERE TERMINATED EFFECTIVE SEPTEMBER 30. UNDER AN ADMINISTRATIVE DETERMINATION THAT HIS SEPARATION FROM THE SERVICE AND EMPLOYMENT BY THE STATE OF HAWAII WAS FOR REASONS CONSIDERED TO BE BEYOND HIS CONTROL AND IN THE BEST INTERESTS OF THE FOREST SERVICE. WHO WAS UNABLE TO ACCOMPANY HIM AT THE TIME OF HIS DEPARTURE FOR HONOLULU BECAUSE OF THE DELAYED SALE OF THEIR HOME IN RED BLUFF. WHICH WAS AFTER MR. ARMENT IS ENTITLED TO REIMBURSEMENT FOR THE TRAVELING EXPENSES OF HIS WIFE TO HONOLULU. IT APPEARS TO HAVE BEEN DETERMINED ADMINISTRATIVELY THAT THE INTERESTS OF THE UNITED STATES IN CONDUCTING ITS COOPERATIVE FORESTRY PROGRAMS WITH THE STATE GOVERNMENT WOULD BETTER BE SERVED BY HAVING MR.

YOUR LETTER OF FEBRUARY 13, 1963, REFERENCE 6540, REQUESTS OUR DECISION WHETHER YOU MAY CERTIFY FOR PAYMENT THE TRANSMITTED VOUCHER IN FAVOR OF CHARLES ARMENT, A FORMER EMPLOYEE OF THE FOREST SERVICE, DEPARTMENT OF AGRICULTURE, COVERING REIMBURSEMENT FOR EXPENSES OF TRAVEL FOR HIS WIFE FROM RED BLUFF, CALIFORNIA, TO HONOLULU, HAWAII.

YOU SAY MR. ARMENT WAS HIRED EFFECTIVE APRIL 23, 1962, FOR DUTY AT HONOLULU UNDER SECTION 7 OF PUB.L. 600, 60 STAT. 808, AS AMENDED, 5 U.S.C. 73B-3. HIS SERVICES WERE TERMINATED EFFECTIVE SEPTEMBER 30, 1962, UNDER AN ADMINISTRATIVE DETERMINATION THAT HIS SEPARATION FROM THE SERVICE AND EMPLOYMENT BY THE STATE OF HAWAII WAS FOR REASONS CONSIDERED TO BE BEYOND HIS CONTROL AND IN THE BEST INTERESTS OF THE FOREST SERVICE.

MR. ARMENT'S WIFE, WHO WAS UNABLE TO ACCOMPANY HIM AT THE TIME OF HIS DEPARTURE FOR HONOLULU BECAUSE OF THE DELAYED SALE OF THEIR HOME IN RED BLUFF, ACTUALLY COMMENCED HER TRAVEL ON NOVEMBER 13, 1962, WHICH WAS AFTER MR. ARMENT HAD SEPARATED FROM THE GOVERNMENT SERVICE.

YOU NOW REQUEST TO BE ADVISED IF MR. ARMENT IS ENTITLED TO REIMBURSEMENT FOR THE TRAVELING EXPENSES OF HIS WIFE TO HONOLULU.

IT APPEARS TO HAVE BEEN DETERMINED ADMINISTRATIVELY THAT THE INTERESTS OF THE UNITED STATES IN CONDUCTING ITS COOPERATIVE FORESTRY PROGRAMS WITH THE STATE GOVERNMENT WOULD BETTER BE SERVED BY HAVING MR. ARMENT EMPLOYED BY THE STATE OF HAWAII AND THIS FACT SEEMS TO HAVE CONTRIBUTED LARGELY TO MR. ARMENT'S EMPLOYMENT BY THE STATE. UNDER THESE CIRCUMSTANCES, WE SEE NO OBJECTION TO REIMBURSING MR. ARMENT FOR THE EXPENSES OF TRANSPORTATION INCIDENT TO HIS WIFE'S TRAVEL TO HAWAII.

THEREFORE, THE VOUCHER IS RETURNED HEREWITH AND IF OTHERWISE CORRECT, IT MAY BE CERTIFIED FOR PAYMENT.
