TO THE SECRETARY OF THE ARMY: REFERENCE IS MADE TO A LETTER DATED SEPTEMBER 13. IT IS REPORTED THAT THE U.S. WERE DISTRIBUTED BETWEEN THE U.S. IT IS THEREFORE PROPOSED BY THE ASSISTANT SECRETARY TO DELEGATE HIS AUTHORITY TO RENDER ADMINISTRATIVE DECISIONS IN THESE MISTAKE-IN-BID CASES TO THE CHIEF. WE AGREE THAT BECAUSE OF THE REORGANIZATION SOME ADJUSTMENT AS TO THE PERSONS AUTHORIZED TO MAKE THE ADMINISTRATIVE DETERMINATIONS INVOLVED IS REQUIRED. WE HAVE NO OBJECTION TO THE PROPOSED CHANGES.

REFERENCE IS MADE TO A LETTER DATED SEPTEMBER 13, 1962, FROM THE ASSISTANT SECRETARY (INSTALLATIONS AND LOGISTICS), REQUESTING ADVICE AS TO WHETHER WE WOULD OBJECT TO CERTAIN CHANGES IN THE DELEGATIONS OF AUTHORITY TO RENDER DETERMINATIONS IN MISTAKE-IN-BID CASES OF THE TYPES COVERED BY PARAGRAPHS 2-406.3 (A) (2), (3) AND (4) OF THE ARMED SERVICES PROCUREMENT REGULATION.

IT IS REPORTED THAT THE U.S. ARMY MATERIEL COMMAND BECAME OPERATIONAL ON AUGUST 1, 1962, ABSORBING THE PROCUREMENT FUNCTIONS OF THE CHIEF OF ORDNANCE, AS WELL AS A PORTION OF THE FUNCTIONS OF THE QUARTERMASTER GENERAL, THE CHIEF OF ENGINEERS, AND OTHER TECHNICAL SERVICES; ALSO, THOSE FUNCTIONS PREVIOUSLY PERFORMED BY THE CHIEF, CONTRACTS DIVISION, OFFICE OF THE DEPUTY CHIEF OF STAFF FOR LOGISTICS, WERE DISTRIBUTED BETWEEN THE U.S. ARMY MATERIEL COMMAND AND THE OFFICE OF THE ASSISTANT SECRETARY OF THE ARMY (INSTALLATIONS AND LOGISTICS). IT IS THEREFORE PROPOSED BY THE ASSISTANT SECRETARY TO DELEGATE HIS AUTHORITY TO RENDER ADMINISTRATIVE DECISIONS IN THESE MISTAKE-IN-BID CASES TO THE CHIEF, CONTRACTS DIVISION, DIRECTORATE OF PROCUREMENT, OFFICE OF THE ASSISTANT SECRETARY OF THE ARMY (INSTALLATIONS AND LOGISTICS), TO THE GENERAL COUNSEL OF THE U.S. ARMY MATERIEL COMMAND WITH RESPECT TO PROCUREMENTS UNDER THE JURISDICTION OF THE U.S. ARMY MATERIEL COMMAND, AND TO THE CHIEF OF ENGINEERS WITH RESPECT TO PROCUREMENTS UNDER THE JURISDICTION OF THE CORPS OF ENGINEERS.

WE AGREE THAT BECAUSE OF THE REORGANIZATION SOME ADJUSTMENT AS TO THE PERSONS AUTHORIZED TO MAKE THE ADMINISTRATIVE DETERMINATIONS INVOLVED IS REQUIRED, AND WE HAVE NO OBJECTION TO THE PROPOSED CHANGES.
