B-147894, JUL. 13, 1962

TO TRAVELERS MOTOR FREIGHT, INC.:

FURTHER REFERENCE IS MADE TO YOUR LETTER DATED JANUARY 3, 1962, IN WHICH YOU REQUESTED A REVIEW OF THE SETTLEMENT NO. TK-703547, DECEMBER 14, 1960, DISALLOWING YOUR CLAIM FOR ADDITIONAL TRANSPORTATION CHARGES FOR SERVICES RENDERED UNDER GOVERNMENT BILL OF LADING N-33348776, DATED AUGUST 21, 1959.

THE BILL OF LADING AS ISSUED COVERED THE TRANSPORTATION OF ONLY 5,662 POUNDS OF HOUSEHOLD GOODS, OF WHICH 1,550 POUNDS WERE SHOWN AS BELONGING TO WILLIAM R. HECKER AND 4,112 POUNDS WERE SHOWN AS BELONGING TO ROBERT P. LITTLEFIELD. FOR THIS SERVICE YOU CLAIMED AND WERE PAID ON VOUCHER 254312 IN THE OCTOBER 1959 ACCOUNTS OF R.A. WATSON CHARGES IN THE AMOUNT OF $184.20, COMPUTED ON THE BASIS OF A RATE OF $3.07 PER 100 POUNDS AND A MINIMUM WEIGHT OF 6,000 POUNDS. SUBSEQUENTLY YOU FILED A SUPPLEMENTAL BILL FOR AN ADDITIONAL AMOUNT OF $70.28, COMPUTING CHARGES ON THE BASIS OF A RATE OF $2.61 PER 100 POUNDS AND A WEIGHT OF 9,750 POUNDS, CONTENDING THAT YOU HAD RECEIVED A NOTICE FROM THE ADMINISTRATIVE OFFICE WHICH CORRECTED THE WEIGHT OF THE SHIPMENT FROM 5,662 TO 9,750 POUNDS. THIS CLAIM WAS DISALLOWED BECAUSE THE ADMINISTRATIVE OFFICE WAS UNABLE TO FIND ANY RECORD THAT AUTHORIZATION WAS EVER GRANTED TO CHANGE THE WEIGHT OF 5,662 POUNDS ORIGINALLY SHOWN ON THE BILL OF LADING.

HOWEVER, WITH YOUR LETTER OF JANUARY 3, 1962, YOU FURNISHED A COPY OF A GOVERNMENT BILL OF LADING CORRECTION (NAV. S. AND A. FORM 1076) ISSUED BY M. L. CONARD, FOR THE COMMANDING OFFICER, NAVAL SUPPLY CENTER, BAYONNE, NEW JERSEY, THAT CHANGES THE WEIGHT OF THE SHIPMENT FROM 5,662 POUNDS TO 9,750 POUNDS. ON THE BASIS OF THIS INFORMATION THE ADMINISTRATIVE OFFICE HAS NOW BEEN ABLE TO LOCATE THE OFFICIAL RECORDS SHOWING THAT THE CORRECT WEIGHT OF THE SHIPMENT OF HOUSEHOLD GOODS OF ROBERT P. LITTLEFIELD WAS 8,200 POUNDS RATHER THAN 4,112 POUNDS AS SHOWN ORIGINALLY ON THE BILL OF LADING. ACCORDINGLY, YOUR SUPPLEMENTAL BILL MAY NOW BE ALLOWED, IF OTHERWISE CORRECT. YOU WILL RECEIVE NOTICE OF SETTLEMENT ACTION IN DUE COURSE.
