IN EFFECT REQUESTING DECISION AS TO WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER IN FAVOR OF RAYMOND K. THE RECORD SHOWS THAT A MESSAGE WAS SENT OCTOBER 26. WHOSE EFFECTS WERE STATED TO HAVE BEEN SHIPPED JUNE 15. THE EXTENSION WAS APPROVED BY MESSAGE DATED OCTOBER 28. IS AUTHORIZED AT GOVERNMENT EXPENSE UPON A PERMANENT CHANGE OF STATION UNDER CONDITIONS SET OUT IN CHAPTER 8 OF THE JOINT TRAVEL REGULATIONS. PROVIDES THAT TEMPORARY STORAGE IS AUTHORIZED IN CONNECTION WITH A SHIPMENT OF PERMANENT CHANGE OF STATION WEIGHT ALLOWANCE HOUSEHOLD GOODS. BY FIRST ENDORSEMENT DATED NOVEMBER 6, 1961, THE COMMANDANT, UNITED STATES COAST GUARD, FORWARDED YOUR LETTER OF THE SAME DATE, WITH ENCLOSURES, IN EFFECT REQUESTING DECISION AS TO WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER IN FAVOR OF RAYMOND K. ACREE, QMC, USCG, 270 699, FOR $16.68 REPRESENTING AN AMOUNT PREVIOUSLY CHECKED IN HIS PAY RECORD ON ACCOUNT OF TEMPORARY STORAGE OF HIS HOUSEHOLD GOODS IN EXCESS OF THE 90 DAYS AUTHORIZED ON THE BILL OF LADING COVERING SHIPMENT OF HIS HOUSEHOLD EFFECTS INCIDENT TO CHANGE OF STATION ORDERS DATED MAY 10, 1960.

THE RECORD SHOWS THAT A MESSAGE WAS SENT OCTOBER 26, 1960, FROM THE GROUP COMMANDER, CG MOORINGS, NEW LONDON, CONNECTICUT, TO THE COMMANDER COAST GUARD DISTRICT FOURTEEN, REQUESTING ONE MONTHS' EXTENSION FOR THE STORAGE OF THE HOUSEHOLD EFFECTS OF RAYMOND K. ACREE, QMC, WHOSE EFFECTS WERE STATED TO HAVE BEEN SHIPPED JUNE 15, 1960, AND PLACED IN TEMPORARY STORAGE AT NEW LONDON ON AUGUST 29, 1960. THE EXTENSION WAS APPROVED BY MESSAGE DATED OCTOBER 28, 1960, FROM THE COMMANDER COAST GUARD DISTRICT FOURTEEN. HOWEVER, A PAY ADJUSTMENT AUTHORIZATION DATED JUNE 14, 1961, DIRECTED A CHARGE IN THE MEMBER'S PAY RECORD IN THE AMOUNT OF $16.68, REPRESENTING STORAGE COSTS FOR HIS HOUSEHOLD EFFECTS IN EXCESS OF THOSE INCURRED FOR THE THREE-MONTH PERIOD INITIALLY AUTHORIZED.

THE TRANSPORTATION OF HOUSEHOLD EFFECTS, WHICH INCLUDES TEMPORARY STORAGE THEREOF, IS AUTHORIZED AT GOVERNMENT EXPENSE UPON A PERMANENT CHANGE OF STATION UNDER CONDITIONS SET OUT IN CHAPTER 8 OF THE JOINT TRAVEL REGULATIONS. PARAGRAPH 8100.1 OF THESE REGULATIONS, IN EFFECT DURING THE PERIOD IN QUESTION, PROVIDES THAT TEMPORARY STORAGE IS AUTHORIZED IN CONNECTION WITH A SHIPMENT OF PERMANENT CHANGE OF STATION WEIGHT ALLOWANCE HOUSEHOLD GOODS, WHICH STORAGE MAY ACCRUE AT PLACE OF ORIGIN, IN TRANSIT, AT DESTINATION, OR ANY COMBINATION THEREOF. SUBPARAGRAPH 2 (A) PROVIDES THAT A MEMBER IS AUTHORIZED TEMPORARY STORAGE AT GOVERNMENT EXPENSE FOR A PERIOD OF 90 DAYS IN CONNECTION WITH ANY AUTHORIZED SHIPMENT, BUT THAT IF THE GOODS ARE NOT REMOVED FROM STORAGE PRIOR TO EXPIRATION OF THE 90-DAY PERIOD STORAGE CHARGES ACCRUING AFTER SUCH PERIOD WILL BE BORNE BY THE MEMBER, UNLESS ADDITIONAL STORAGE IS AUTHORIZED UNDER THAT PARAGRAPH. PARAGRAPH 8100.2 (B) PROVIDES AS FOLLOWS:

"STORAGE AFTER THE FIRST 90 DAYS. WHEN, BECAUSE OF CONDITIONS BEYOND THE CONTROL OF THE MEMBER, HOUSEHOLD GOODS IN TEMPORARY STORAGE AT GOVERNMENT EXPENSE CANNOT BE WITHDRAWN DURING THE FIRST 90 DAYS, ADDITIONAL STORAGE FOR NOT MORE THAN AN ADDITIONAL 90 DAYS MAY BE AUTHORIZED, SUBJECT TO THE APPROVAL OF THE TRANSPORTATION OFFICER OR SUCH OTHER OFFICER AS THE SERVICE CONCERNED MAY DESIGNATE. REQUESTS FOR SUCH ADDITIONAL STORAGE WILL BE ACCOMPANIED WITH A STATEMENT SETTING FORTH ALL THE FACTS IN THE CASE. AMONG THE REASONS FOR WHICH ADDITIONAL STORAGE MAY AUTHORIZED UNDER THIS PARAGRAPH ARE THE FOLLOWING:

"1. SERIOUS ILLNESS OF THE MEMBER;

"2. SERIOUS ILLNESS OR DEATH OF A DEPENDENT;

"3. IMPENDING ASSIGNMENT TO GOVERNMENT QUARTERS;

"4. DIRECTED TEMPORARY DUTY AFTER ARRIVAL AT PERMANENT STATION;

"5. NONAVAILABILITY OF SUITABLE CIVILIAN HOUSING;

"6. AWAITING COMPLETING OF RESIDENCE UNDER CONSTRUCTION;

"7. ACTS OF GOD.'

THE VOUCHER MAKING PAYMENT TO THE CARRIER FOR TRANSPORTATION AND STORAGE OF THE MEMBER'S HOUSEHOLD GOODS SHOWS THAT TEMPORARY STORAGE COMMENCED AUGUST 29, 1960. ALTHOUGH THE RECORD DOES NOT SHOW THAT THE MEMBER FURNISHED A STATEMENT SETTING FORTH ALL THE FACTS IN THE CASE AS REQUIRED BY THE REGULATIONS QUOTED ABOVE, IT IS PRESUMED THAT HE DIDFURNISH SUCH A STATEMENT, SINCE THE REQUEST FOR ONE MONTHS' ADDITIONAL STORAGE MADE PRIOR TO THE EXPIRATION OF THE INITIAL 90-DAY PERIOD, WAS APPROVED BY PROPER AUTHORITY, AS INDICATED IN THE ENCLOSURES WITH YOUR FORWARDING LETTER. ACCORDINGLY, IN VIEW OF SUCH APPROVAL, PAYMENT ON THE SUBMITTING VOUCHER RETURNED HEREWITH IS AUTHORIZED, IF OTHERWISE CORRECT.
