BARNHART COMPANY WAS ERRONEOUS. SUCH BELIEF WAS CONFIRMED AND THE ERROR WAS EXPLAINED PRIOR TO AWARD.

REFERENCE IS MADE TO YOUR LETTER OF OCTOBER 6, 1960, WITH ENCLOSURES, FILE 134C1, REQUESTING A DECISION AS TO THE ACTION TO BE TAKEN CONCERNING AN ERROR WHICH THE A. W. BARNHART COMPANY ALLEGES IT MADE IN ITS BID OPENED AUGUST 18, 1960.

BY SPECIFICATION NO. 111, PROJECT NO. 14, BIDS WERE REQUESTED FOR THE REMOVAL, REPLACEMENT AND INSTALLATION OF SCREENS AT THE VETERANS ADMINISTRATION HOSPITAL, MARION, INDIANA, IN RESPONSE THE A. W. BARNHART COMPANY SUBMITTED A BID DATED AUGUST 15, 1960, OFFERING TO PERFORM THE SERVICES FOR $18,365. THE OTHER BIDS WERE $24,450 AND $25,647.

UPON BEING REQUESTED TO VERIFY ITS BID, THE A. W. BARNHART COMPANY ADVISED THAT AN ERROR HAD BEEN MADE IN ITS BID IN THAT IT HAD FAILED TO INCLUDE THE INSTALLATION CHARGE OF $4,622. THE COMPANY HAS FURNISHED ITS WORK SHEET SHOWING HOW IT ARRIVED AT THE INSTALLATION CHARGE, AND THE WORK SHEET FOR THE SCREENS THEMSELVES ON WHICH ITS BID WAS BASED.

ON THE RECORD, THERE IS LITTLE ROOM FOR DOUBT THAT THE COMPANY MADE AN ERROR IN ITS BID, AS ALLEGED. ACCORDINGLY, SINCE IT WAS BELIEVED THAT THE BID OF THE A. W. BARNHART COMPANY WAS ERRONEOUS, AND SUCH BELIEF WAS CONFIRMED AND THE ERROR WAS EXPLAINED PRIOR TO AWARD, THE BID OF THE COMPANY SHOULD BE DISREGARDED.
