REFERENCE IS MADE TO YOUR LETTER OF APRIL 23, 1960, WITH ENCLOSURES, PROTESTING AGAINST THE ACTION TAKEN BY THE PHILADELPHIA GENERAL STORES SUPPLY OFFICE, DEPARTMENT OF THE NAVY, IN REJECTING YOUR PROPOSAL SUBMITTED IN RESPONSE TO INVITATION FOR BIDS NO. 155-/7-5/ 2286-60.

THE RECORD DISCLOSES THAT IN RESPONSE TO THE ABOVE INVITATION YOU OFFERED TO FURNISH ONLY ITEM NO. 2, COVERING 20 PUNCH AND DIE SETS, FOR $93.89 EACH OR $1877.80. THE WHITLOCK CORPORATION SUBMITTED A BID OF $95 PER UNIT OR $1,900 FOR THE STIPULATED QUANTITY, LESS 2 PERCENT DISCOUNT FOR PAYMENT WITHIN 30 DAYS, EQUAL TO A NET OFFER OF $1,862. SINCE THE LETTER PROPOSAL WAS THE LOWEST CORRECT BID RECEIVED, AWARD OF THE CONTRACT WAS MADE PURSUANT TO LAW TO THE WHITLOCK CORPORATION.

IN VIEW THEREOF YOUR PROTEST AGAINST THE ADMINISTRATIVE ACTION TAKEN IN THE MATTER MUST BE REJECTED.
