TO REEVES SOUND CRAFT CORPORATION: FURTHER REFERENCE IS MADE TO YOUR LETTER OF FEBRUARY 16. YOUR PROTEST IS BASED ON THE ALLEGATION THAT THE SPECIFICATIONS ARE RESTRICTIVE AND PROPRIETARY IN NATURE IN THAT THEY ARE LIMITED TO SANDWICH TYPE TAPE MANUFACTURED BY ONLY ONE COMPANY. IT IS STATED THAT THE NON- SANDWICH TYPE TAPE OFFERED BY YOU HAS BEEN EVALUATED AND QUALIFIED FOR USE WITH THE EQUIPMENT INVOLVED. THERE IS. WHICH WAS SUPPLIED BY THE SUPPLIER OF THE EQUIPMENT. HAS BEEN USED WITH ONLY VARYING DEGREES OF SUCCESS AND THAT AN EXCESSIVE AMOUNT OF "DOWN-TIME" FOR THE COMPUTER SYSTEM WAS ENCOUNTERED. OF WHICH A SUBSTANTIAL PORTION WAS ASCRIBED BY THE EQUIPMENT SUPPLIER'S ENGINEERS TO FAULTY TAPE OPERATION.

FURTHER REFERENCE IS MADE TO YOUR LETTER OF FEBRUARY 16, 1960, PROTESTING IN CONNECTION WITH INVITATION FOR BIDS NO. 124 ISSUED BY THE CHIEF OF PROCUREMENT, BUREAU OF FACILITIES, POST OFFICE DEPARTMENT, WASHINGTON, D.C.

THE INVITATION REQUESTED BIDS ON 100 REELS OF MAGNETIC TAPE FOR USE WITH MAGNETIC TAPE UNIT TYPE 4950 OF THE UNIVAC FILE COMPUTER SYSTEM IN THE REGIONAL CONTROLLER OFFICE, NEW YORK, NEW YORK.

YOUR PROTEST IS BASED ON THE ALLEGATION THAT THE SPECIFICATIONS ARE RESTRICTIVE AND PROPRIETARY IN NATURE IN THAT THEY ARE LIMITED TO SANDWICH TYPE TAPE MANUFACTURED BY ONLY ONE COMPANY. IT IS STATED THAT THE NON- SANDWICH TYPE TAPE OFFERED BY YOU HAS BEEN EVALUATED AND QUALIFIED FOR USE WITH THE EQUIPMENT INVOLVED.

THE POST OFFICE DEPARTMENT REPORTS THAT, DUE TO DIFFICULTIES INVOLVED IN PROGRAMING THE USE OF THE COMPUTER EQUIPMENT AT THE NEW YORK REGIONAL CONTROLLER OFFICE, IT HAS BEEN DETERMINED TO DISCONTINUE THE OPERATION OF THE PARTICULAR UNIT UNTIL SUCH TIME AS OPERATIONAL DIFFICULTIES CAN BE ELIMINATED, AND THAT INVITATION FOR BIDS NO. 124, COVERING TAPE FOR THE COMPUTER, HAS BEEN CANCELED. THERE IS, THEREFORE, NO BASIS FOR US TO TAKE FURTHER ACTION IN CONNECTION WITH YOUR PROTEST UNDER THAT INVITATION.

IN JUSTIFICATION OF THE SPECIFICATIONS, THE DEPARTMENT REPORTS, HOWEVER, THAT NON-SANDWICH TYPE TAPE, WHICH WAS SUPPLIED BY THE SUPPLIER OF THE EQUIPMENT, HAS BEEN USED WITH ONLY VARYING DEGREES OF SUCCESS AND THAT AN EXCESSIVE AMOUNT OF "DOWN-TIME" FOR THE COMPUTER SYSTEM WAS ENCOUNTERED, OF WHICH A SUBSTANTIAL PORTION WAS ASCRIBED BY THE EQUIPMENT SUPPLIER'S ENGINEERS TO FAULTY TAPE OPERATION. IT IS FURTHER STATED THAT EXPERIENCE WITH SANDWICH TYPE TAPE HAS PROVEN THAT PRACTICALLY ALL "DOWN-TIME" DUE TO FAULTY TAPE OPERATION WAS ELIMINATED, AND THAT IT HAS BEEN ASCERTAINED THAT SEVERAL USERS OF COMPUTER EQUIPMENT IN THE NEW YORK AREA HAVE HAD THE SAME EXPERIENCE.
