THE EMPLOYEE SAYS THAT "SINCE STORAGE AND HANDLING IN A MOVING AND STORAGE COMPANY'S WAREHOUSE WAS ESTIMATED AT ABOUT $170. YOU SAY THE PLACE OF STORAGE WAS IN A GARAGE BELONGING TO THE EMPLOYEE'S FATHER. A RECEIPT COVERING TRUCK RENTAL IS FURNISHED. IS INCLUDED IN THE RECORD TO SHOW THE WEIGHT OF THE HOUSEHOLD GOODS STORED. YOU SAY THAT CLAIMS FOR TRANSPORTATION OF THE HOUSEHOLD GOODS AND TRAVEL ALLOWANCES HAVE BEEN PAID. IS NOT ALLOWABLE. BECAUSE THE STORAGE PERIOD FOR WHICH THE $60 WAS PAID EXCEEDED THE ALLOWABLE TIME BY 8 DAYS.

YOUR LETTER OF DECEMBER 28, 1959, FILE W1819, REQUESTS OUR DECISION WHETHER YOU MAY CERTIFY FOR PAYMENT THE VOUCHER THEREWITH SUBMITTED, PROPOSING PAYMENT TO GEORGE A. GOWANS, AN EMPLOYEE OF THE NATIONAL PARK SERVICE, OF $107.96 FOR REIMBURSEMENT FOR THE DRAYAGE OF HIS HOUSEHOLD EFFECTS, BY RENTED TRUCK DRIVEN BY HIMSELF, FROM SALT LAKE CITY, UTAH, TO TOOELE, UTAH, AND TEMPORARY STORAGE THEREOF AT TOOELE, INCIDENT TO CHANGE OF OFFICIAL STATION FROM SALT LAKE CITY TO GRAND CANYON, ARIZONA.

YOUR DOUBT IN THE MATTER ARISES IN CONNECTION WITH (1) A CHARGE OF $24.08 AS WAGES OF MR. GOWANS FOR DRIVING A RENTED TRUCK AND (2) STORAGE CHARGE OF $60 FOR RENTAL OF A PRIVATE GARAGE FOR STORAGE OF HOUSEHOLD EFFECTS. THE ONLY OTHER ITEM OF EXPENSE WAS FOR RENTAL OF TRUCK FOR DRAYAGE OF THE EFFECTS FROM SALT LAKE CITY TO TOOELE, UTAH ($23.88).

EXECUTIVE ORDER NO. 9805 PROVIDES FOR THE ALLOWANCE OF CHARGES FOR TEMPORARY STORAGE OF HOUSEHOLD GOODS ON A COMMUTED BASIS FOR NOT TO EXCEED 60 DAYS UPON A TRANSFER OF STATION WITHIN THE CONTINENTAL UNITED STATES, PROVIDED THAT IN NO CASE MAY THE AMOUNT ALLOWED EXCEED THE AMOUNT ACTUALLY PAID THEREFOR.

CONCERNING THE CHARGES FOR TEMPORARY STORAGE, INCLUDING THE DRAYAGE TO STORAGE, THE EMPLOYEE SAYS THAT "SINCE STORAGE AND HANDLING IN A MOVING AND STORAGE COMPANY'S WAREHOUSE WAS ESTIMATED AT ABOUT $170, AND EVEN THEN THE HOUSEHOLD GOODS WOULD BE STORED NEARLY 40 MILES FROM WHERE MY FAMILY WOULD BE LIVING WHILE AWAITING COMPLETION OF OUR MOVE, I ARRANGED STORAGE IN A PRIVATE GARAGE IN A LOCATION CONVENIENT TO MY FAMILY.' YOU SAY THE PLACE OF STORAGE WAS IN A GARAGE BELONGING TO THE EMPLOYEE'S FATHER. THE EMPLOYEE HAS SUBMITTED A RECEIPT SHOWING PAYMENT OF $60 FOR THE PERIOD AUGUST 8 TO OCTOBER 14, 1959. ALSO, A RECEIPT COVERING TRUCK RENTAL IS FURNISHED. A COPY OF THE BILL OF LADING EVIDENCING SHIPMENT OF HOUSEHOLD GOODS FROM TOOELE, UTAH TO GRAND CANYON, ARIZONA, ON OCTOBER 15, 1959, IS INCLUDED IN THE RECORD TO SHOW THE WEIGHT OF THE HOUSEHOLD GOODS STORED. YOU SAY THAT CLAIMS FOR TRANSPORTATION OF THE HOUSEHOLD GOODS AND TRAVEL ALLOWANCES HAVE BEEN PAID.

THE $24.08 WHICH THE EMPLOYEE CLAIMS AS "WAGES FOR DRIVING" THE TRUCK CLEARLY MAY NOT BE CONSIDERED AS AN ACTUAL EXPENSE OF TEMPORARY STORAGE AND, THEREFORE, IS NOT ALLOWABLE.

IN THE CIRCUMSTANCES OF THIS CASE, HOWEVER, AND, IN LINE WITH 28 COMP. GEN. 337, THE ACTUAL EXPENSES OF $83.88 LESS THE EMPLOYEE'S SHARE, OR 2/17 ( 8/68 (, BECAUSE THE STORAGE PERIOD FOR WHICH THE $60 WAS PAID EXCEEDED THE ALLOWABLE TIME BY 8 DAYS, MAY BE CERTIFIED FOR PAYMENT IF OTHERWISE CORRECT.
