GAO commented on a House of Representatives bill to amend the National Aeronautics and Space Act of 1958 to extend procurement authority to the National Aeronautics and Space Administration (NASA). GAO held that it had no objections to extending NASA's procurement authority to include amendments regarding the: (1) leasing of government-owned property for other than monetary considerations; (2) acquisition of releases for past infringements of patents; and (3) waiver of the performance and payment bonds requirements of the Miller Act. However, GAO found that: (1) Congress could only make decisions about amendments concerning the disposition of patent rights under research and development contracts; and (2) the language in the amendment regarding the indemnification of contractors, under research and development contracts, for liabilities arising out of unusually hazardous risks was vague and ambiguous.
