YOUR DOUBT CONCERNING PAYMENT OF THE VOUCHER ARISES FROM THE FACT THAT THE AMOUNTS PAYABLE TO THE EMPLOYEES OVER THE RETROACTIVE PERIOD MAY NOT BE COMPUTED ON THE BASIS OF TIME AND ATTENDANCE REPORTS WHICH HAVE BEEN LOST. RATHER THE ADDITIONAL AMOUNTS PROPOSED TO BE PAID HAVE BEEN COMPUTED FROM INDIVIDUAL PAY RECORDS AND CERTIFIED EXTRACTS FROM PERTINENT DOCUMENTS IN THE EMPLOYEES' PERSONNEL FILES. IN VIEW OF THE FACT THAT THE UNION AND INDUSTRY AGREEMENTS FOR PAY INCREASES WERE KNOWN TO HAVE BECOME EFFECTIVE AND THAT THEY WOULD BE REFLECTED IN SUBSEQUENTLY APPROVED WAGE BOARD INCREASES. THE VOUCHERED ITEMS MAY BE PAID AS SHOWN ON THE VOUCHER IF ONLY MINOR DISCREPANCIES ARE PRESENT. THE VOUCHER WHICH IS RETURNED HEREWITH MAY BE DISPOSED OF IN ACCORDANCE WITH THE FOREGOING.

ON SEPTEMBER 28, 1959, THE OFFICE, CHIEF OF FINANCE, FORWARDED YOUR REQUEST FOR ADVANCE DECISION AS TO THE PROPER BASIS FOR COMPUTING THE AMOUNTS DUE SIX MARINE EMPLOYEES OF THE DEPARTMENT FOR CERTAIN ITEMS OF BACK PAY COVERING THE PERIOD JULY 1, 1957, TO NOVEMBER 15, 1958.

WE UNDERSTAND THAT THE PAYMENTS HERE PROPOSED COVER PERIODS ELAPSING BETWEEN THE DATES OF PAY INCREASES AGREED UPON IN MARITIME INDUSTRY AND THE DATES OF APPROVAL OF SUCH INCREASES FOR GOVERNMENT PERSONNEL BY THE APPROPRIATE WAGE FIXING AUTHORITY IN THE DEPARTMENT.

IN VIEW OF THE FACT THAT THE UNION AND INDUSTRY AGREEMENTS FOR PAY INCREASES WERE KNOWN TO HAVE BECOME EFFECTIVE AND THAT THEY WOULD BE REFLECTED IN SUBSEQUENTLY APPROVED WAGE BOARD INCREASES, THE RESPONSIBILITY FOR PRESERVING THE TIME AND ATTENDANCE RECORDS RESTED WITH THE GOVERNMENT. THEREFORE, THE VOUCHERED ITEMS MAY BE PAID AS SHOWN ON THE VOUCHER IF ONLY MINOR DISCREPANCIES ARE PRESENT. OTHERWISE, THE DETERMINATION OF THE AMOUNTS ALLOWABLE SHOULD BE BASED UPON THE SUBSTITUTION OF THE INCREASED RATES FOR THE PRIOR RATES PAID AS REFLECTED BY THE PAY RECORDS.

THE VOUCHER WHICH IS RETURNED HEREWITH MAY BE DISPOSED OF IN ACCORDANCE WITH THE FOREGOING.
