TO HONORABLE ROBERT E. MCLAUGHLIN, PRESIDENT, BOARD OF COMMISSIONERS:

YOUR LETTER OF JUNE 5, 1959, REQUESTED OUR APPROVAL OF A PROPOSED PROGRAM FOR THE RETIREMENT OR DISPOSAL OF FISCAL RECORDS OF THE DISTRICT OF COLUMBIA AS FOLLOWS:

1.TRANSFER AFTER FIVE YEARS TO FEDERAL RECORDS CENTERS ORIGINAL CONTRACTS, VOUCHERS, PAYROLLS, AND OTHER PAPERS COMPARABLE TO THE DOCUMENTATION REQUIRED, BEFORE THE ADOPTION OF THE SITE-AUDIT PROCEDURE, TO BE TRANSMITTED TO THE GENERAL ACCOUNTING OFFICE IN SUPPORT OF THE ACCOUNTS CURRENT.

2. RETAIN OTHER FISCAL RECORDS IN ACCORDANCE WITH THE STANDARDS ESTABLISHED BY THE GENERAL RECORDS SCHEDULES PROMULGATED UNDER THE FEDERAL RECORDS ACT OF 1950.

AS YOU WERE PREVIOUSLY ADVISED, WE REQUESTED THE VIEWS OF THE GENERAL SERVICES ADMINISTRATION AS TO THE PROPRIETY OF DEPOSITING FISCAL RECORDS OF THE DISTRICT OF COLUMBIA GOVERNMENT IN FEDERAL RECORDS CENTERS. SINCE THE GENERAL SERVICES ADMINISTRATION HAS CONCURRED WITH OUR VIEW THAT SUCH DEPOSIT IS AUTHORIZED UNDER EXISTING LAW, THE PROPOSED PROGRAM IS HEREBY APPROVED. FURTHER DETAILS WITH RESPECT TO THE CONDITIONS AND PROCEDURES INVOLVED WILL BE FORTHCOMING FROM THE RECORDS MANAGEMENT AND SERVICES BRANCH OF OUR OFFICE OF ADMINISTRATIVE SERVICES.

WITH RESPECT TO YOUR REQUEST FOR OUR OPINION OF YOUR VIEW THAT THE REQUIREMENT OF THE ACT OF THE DISTRICT OF COLUMBIA LEGISLATIVE ASSEMBLY DATED AUGUST 23, 1871 (SECTION 47-120 OF THE DISTRICT OF COLUMBIA CODE, 1951 EDITION) THAT ORIGINALS OF ALL CONTRACTS AND AGREEMENTS NOT OTHERWISE PROVIDED FOR BE RETAINED IN THE OFFICE OF THE DISTRICT OF COLUMBIA ACCOUNTING OFFICER HAS BEEN SUPERSEDED BY SECTION 309 OF THE BUDGET AND ACCOUNTING ACT OF 1921, YOU ARE ADVISED THAT WE CONCUR WITH THE VIEW EXPRESSED IN YOUR LETTER.
