FROM THE INFORMATION FURNISHED IT APPEARS THAT YOU WERE CERTIFIED BY THE ADMINISTRATIVE OFFICE TO BE INDEBTED TO THE UNITED STATES BECAUSE OF THE EXCESS COST OF TRANSPORTATION BY INDIRECT ROUTE FOR YOURSELF AND DEPENDENTS FOR THAT PART OF YOUR TRAVEL BETWEEN PARIS. WAS NECESSARY IN ORDER TO ENROLL YOUR DAUGHTER BARBARA IN SCHOOL. YOU CONTEND THAT THE ROUTE TRAVELED BY YOU AND YOUR DEPENDENTS BETWEEN THE POINTS INVOLVED WAS THE USUALLY TRAVELED ROUTE. THIS REFERS TO YOUR LETTER OF OCTOBER 28, 1965, WITH ENCLOSURES, CONCERNING YOUR INDEBTEDNESS TO THE UNITED STATES GOVERNMENT IN THE AMOUNT OF $133.40, AND REQUEST THAT WE RENDER A DECISION IN THE MATTER.

AID-5-A-2041, DATED AUGUST 17, 1964, AUTHORIZING TRAVEL FROM WASHINGTON, D.C., TO KAMPALA, UGANDA.

YOU SAY THAT THE INDIRECT ROUTE TAKEN BY YOU FROM PARIS TO ENTEBBE, VIA BEIRUT, WAS NECESSARY IN ORDER TO ENROLL YOUR DAUGHTER BARBARA IN SCHOOL. YOU CONTEND THAT THE ROUTE TRAVELED BY YOU AND YOUR DEPENDENTS BETWEEN THE POINTS INVOLVED WAS THE USUALLY TRAVELED ROUTE. THE AGENCY FOR INTERNATIONAL DEVELOPMENT REGULATIONS SPEAK OF A USUALLY TRAVELED ROUTE AS ONE OR MORE ROUTES WHICH ARE ESSENTIALLY THE SAME IN COST TO THE GOVERNMENT AND IN TRAVEL.

THE RECORD SHOWS THAT YOU AND YOUR DEPENDENTS TRAVELED FROM PARIS TO ENTEBBE AT A COST OF $1,708.40. APPARENTLY, YOUR DAUGHTER BARBARA TRAVELED ON TO YOUR POST IN DECEMBER 1965. IF THE TRAVEL HAD BEEN PERFORMED BY DIRECT ROUTE (WHICH MUST BE CONSIDERED A USUALLY TRAVELED ROUTE) THE COST WOULD HAVE BEEN $1,575. THEREFORE, SINCE THE COST OF THE TRAVEL AS PERFORMED WAS IN EXCESS OF THE CONSTRUCTIVE COST OF DIRECT TRAVEL WE CANNOT AGREE THAT THE TRAVEL WAS PERFORMED BY A USUALLY TRAVELED ROUTE. WE HAVE VERIFIED THE COST OF THE DIRECT TRAVEL AS COMPUTED BY THE ADMINISTRATIVE OFFICE AND AGREE THAT THE ADMINISTRATIVE OFFICE WAS CORRECT IN CERTIFYING YOU TO BE INDEBTED TO THE UNITED STATES GOVERNMENT IN THE AMOUNT OF $133.40.
