TO THE SECRETARY OF THE NAVY:

ON AUGUST 25, 1959 (FILE NCA121), THE ASSISTANT SECRETARY OF THE NAVY (PERSONNEL AND RESERVE FORCES), WROTE TO US CONCERNING THE INDEBTEDNESS OF MR. WILLIAM E. DULIN RESULTING FROM SALARY OVERPAYMENTS DURING THE PERIOD FROM JULY 17, 1955, THROUGH SEPTEMBER 20, 1958, WHILE HE WAS EMPLOYED AT THE U.S. NAVAL GUN FACTORY (NOW U.S. NAVAL WEAPONS PLANT), WASHINGTON, D.C. THE ASSISTANT SECRETARY REQUESTS AUTHORITY OR PERMISSION TO DEFER ADMINISTRATIVE COLLECTION ACTION AGAINST THE DEBTOR PENDING ACTION ON H.R. 7932 RECENTLY INTRODUCED IN THE CONGRESS TO RELIEVE MR. DULIN OF HIS OBLIGATION.

IN VIEW OF THE PRIVATE RELIEF BILL NOW UNDER CONSIDERATION, OUR OFFICE WILL NOT INSIST UPON FURTHER COLLECTION ACTION AGAINST MR. DULIN PENDING THE OUTCOME OF THE PROPOSED RELIEF LEGISLATION. WHILE AT THE PRESENT TIME, THE MATTER OF EFFECTING COLLECTION OF THE INDEBTEDNESS DUE IS PRIMARILY ONE FOR YOUR CONSIDERATION, WE DO NOT BELIEVE IT INAPPROPRIATE TO RECOMMEND THAT FURTHER COLLECTION ACTION THEREON BE WITHHELD PENDING CONGRESSIONAL CONSIDERATION OF THE RELIEF LEGISLATION, OR THE COMPLETION OF THE 86TH CONGRESS.
