YOUR LETTER OF AUGUST 11, 1958, TRANSMITTING A TRAVEL VOUCHER FOR $293.50, IN FAVOR OF ROBERT H. REED, AGRICULTURAL ATTACHE, THE HAGUE, NETHERLANDS, REQUESTS OUR DECISION OF THE AMOUNT ALLOWABLE FOR THE TRAVEL OF MRS. REED FROM THE HAGUE TO THE UNITED STATES, AND RETURN.

SPECIFICALLY YOU ASK WHETHER THE EXPENSE OF HER RETURN TRAVEL FROM PHILADELPHIA, PENNSYLVANIA, TO THE HAGUE MAY PROPERLY BE CERTIFIED FOR PAYMENT. ALSO, YOU REQUEST ADVICE AS TO THE ALLOWABLE COST OF TRASNPORTATION.

ON DECEMBER 30, 1957, MRS. REED WAS AUTHORIZED, BECAUSE OF ILLNESS AND DEATH IN HER HUSBAND'S IMMEDIATE FAMILY, TO RETURN TO THE UNITED STATES IN ADVANCE OF HER HUSBAND WHO HAD NOT AT THE TIME COMPLETED HIS TOUR OF DUTY. THE AUTHORIZATION WAS ISSUED IN ACCORDANCE WITH I PSM III 125. THE TRAVEL VOUCHER SHOWS THAT THE EMBASSY PAID $648.70 (SUBJECT TO VERIFICATION OF CORRECTNESS OF CONVERSION AS INDICATED IN YOUR SUBMISSION) FOR MRS. REED'S TRANSPORTATION FROM AMSTERDAM TO LOS ANGELES WITH THE UNDERSTANDING THAT THE ULTIMATE COST TO THE GOVERNMENT WOULD BE LIMITED TO THE COST OF TRANSPORTING MRS. REED TO PHILADELPHIA, WHICH WAS THE HOME OF THE EMPLOYEE.

MR. REED WAS ORDERED TO WASHINGTON FOR TEMPORARY DUTY AT ABOUT THE SAME TIME AND WE PRESUME THAT HE AND MRS. REED TRAVELED TOGETHER, AT LEAST AS FAR AS NEW YORK, BECAUSE THE VOUCHER SHOWS THAT MRS. REED HAD THE BENEFIT OF A FAMILY PLAN FARE. MR. REED WAS GRANTED LEAVE WHILE ON TEMPORARY DUTY HERE AND AGREED TO FOREGO HIS NORMAL TURN FOR HOME LEAVE FOR WHICH HE BECAME ELIGIBLE IN APRIL 1958. MRS. REED RETURNED TO THE HAGUE BY AIR ON FEBRUARY 20, 1958. IN THESE CIRCUMSTANCES WE WOULD NOT OBJECT TO REGARDING HER TRAVEL AS IF IT HAD BEEN INCIDENT TO HOME LEAVE OF THE EMPLOYEE AND THEREFOR TO THE ALLOWANCE OF THE RETURN TRANSPORTATION OF MRS. REED AT GOVERNMENT EXPENSE.

YOUR QUESTION CONCERNING THE SPECIFIC AMOUNT ALLOWABLE FOR MRS. REED'S TRAVEL CANNOT BE ANSWERED IN THE ABSENCE OF CLEAR AND SPECIFIC INFORMATION AS TO THE TOTAL AMOUNT EXPENDED BY THE GOVERNMENT FOR HER TRANSPORTATION AND THE AMOUNT REFUNDED BY HER. SHE WOULD BE ENTITLED TO THE ROUND TRIP FAMILY FARE BETWEEN AMSTERDAM AND PHILADELPHIA WHICH, ACCORDING TO OUR RECORDS, AMOUNTS TO $612.90 (INCLUDING $150 FOR BERTHS) AT GOVERNMENT EXPENSE, PLUS ALLOWABLE PER DIEM. ANY EXPENSE INCURRED BY THE GOVERNMENT INCIDENT TO HER TRAVEL IN EXCESS OF THAT AMOUNT SHOULD BE RECOVERED FROM MR. REED. WE PRESUME THAT RECORDS OF THE TOTAL GOVERNMENT EXPENSE INCURRED AND OF ANY REFUNDS OR PAYMENTS BY MR. REED TOWARD THE COST OF THE TRANSPORTATION OF HIS WIFE ARE AVAILABLE IN YOUR AGENCY AND THAT THE EXACT AMOUNT DUE MR. REED FOR HIS WIFE'S TRAVEL MAY BE ASCERTAINED FROM SUCH RECORDS. WE ARE ATTACHING A COPY OF A REPORT FROM OUR TRANSPORTATION DIVISION WHICH MAY BE OF ASSISTANCE TO YOU IN THAT REGARD. YOU WILL NOTE THAT THE ROUND TRIP COST SHOWN ON THE REPORT IS $612.90; WHEREAS THE ROUND TRIP COST IS GIVEN ON MR. REED'S VOUCHER AS $619.10.
