TO HONORABLE RAYMOND BLATTENBERGER: REFERENCE IS MADE TO YOUR LETTER OF JULY 21. YOU STATE THAT SINCE THE BID OF THE DUNLAP PRINTING COMPANY WAS SO MUCH LOWER THAN THE NEXT LOWEST BID AND THE GOVERNMENT PRINTING OFFICE ESTIMATE. THE COMPANY WAS REQUESTED BY TELEPHONE TO REVIEW THE SPECIFICATIONS AND CONFIRM ITS BID PRICE. THE CORRECT EXTENSION FOR THE BINDING WORK IS $367.80. THE COMPANY HAS INDICATED THAT ITS BID PRICE FOR THE BOOKS SHOULD HAVE BEEN $951.65. 365 AND IT IS REPORTED THAT THE GOVERNMENT PRINTING OFFICE'S ESTIMATE OF THE COST OF THE WORK WAS $1. THE BID OF THE DUNLAP PRINTING COMPANY OF $751 IS COMPLETELY OUT OF LINE WITH THE OTHER BIDS AND THE GOVERNMENT'S ESTIMATE. THERE IS NO ROOM FOR DOUBT THAT THE COMPANY MADE AN ERROR IN ITS BID AS ALLEGED.

REFERENCE IS MADE TO YOUR LETTER OF JULY 21, 1958, WITH ENCLOSURES, REQUESTING A DECISION AS TO THE ACTION TO BE TAKEN CONCERNING AN ERROR WHICH THE DUNLAP PRINTING COMPANY ALLEGES IT MADE IN ITS BID OPENED ON JULY 1, 1958.

THE GOVERNMENT PRINTING OFFICE REQUESTED BIDS UNDER JACKET NO. 467496 FOR THE PRODUCTION OF 3,000 COPIES OF A BOOK CONSISTING OF 440 PAGES AND COVER, SHIPMENT TO BE COMPLETED ON OR BEFORE AUGUST 11, 1958. IN RESPONSE THE DUNLAP PRINTING COMPANY SUBMITTED A BID DATED JUNE 30, 1958, OFFERING TO FURNISH THE BOOKS FOR THE LUMP SUM OF $751.

YOU STATE THAT SINCE THE BID OF THE DUNLAP PRINTING COMPANY WAS SO MUCH LOWER THAN THE NEXT LOWEST BID AND THE GOVERNMENT PRINTING OFFICE ESTIMATE, THE COMPANY WAS REQUESTED BY TELEPHONE TO REVIEW THE SPECIFICATIONS AND CONFIRM ITS BID PRICE. BY LETTER DATED JULY 3, 1958, THE COMPANY ADVISED THAT AN ERROR OF $225 HAD BEEN MADE ON ITS ESTIMATE SHEET IN THE EXTENSION OF THE COST OF THE BINDING WORK AND IT REQUESTED THAT IT BE PERMITTED TO WITHDRAW ITS BID ON THE BOOKS. IN SUPPORT OF ITS ALLEGATION OF ERROR, THE COMPANY SUBMITTED ITS ESTIMATE SHEET WHICH SHOWS THAT IT ESTIMATED THE COST OF THE BINDING WORK AS BEING $122.60 PER THOUSAND COPIES AND THAT IT EXTENDED THE TOTAL COST OF BINDING 3,000 COPIES AS BEING $141.45. THE CORRECT EXTENSION FOR THE BINDING WORK IS $367.80, AND ON ITS ESTIMATE SHEET, THE COMPANY HAS INDICATED THAT ITS BID PRICE FOR THE BOOKS SHOULD HAVE BEEN $951.65.

THE LIST OF BIDS IN YOUR LETTER SHOWS THAT THE FIVE OTHER BIDS ON THE BOOKS RANGED FROM $1,116 TO $1,365 AND IT IS REPORTED THAT THE GOVERNMENT PRINTING OFFICE'S ESTIMATE OF THE COST OF THE WORK WAS $1,386.90. THUS, THE BID OF THE DUNLAP PRINTING COMPANY OF $751 IS COMPLETELY OUT OF LINE WITH THE OTHER BIDS AND THE GOVERNMENT'S ESTIMATE.

ON THE RECORD, THERE IS NO ROOM FOR DOUBT THAT THE COMPANY MADE AN ERROR IN ITS BID AS ALLEGED. ACCORDINGLY, SINCE IT WAS BELIEVED THAT THE BID OF THE DUNLAP PRINTING COMPANY WAS ERRONEOUS, AND SUCH BELIEF WAS CONFIRMED AND THE ERROR WAS EXPLAINED BY THE BIDDER PRIOR TO AWARD, THE BID OF THE COMPANY MAY BE DISREGARDED IN MAKING THE AWARD.

THE PAPERS, WITH THE EXCEPTION OF THE COMPANY'S LETTER OF JULY 3, 1958, AND ITS ESTIMATE SHEET, ARE RETURNED.
