YOU WERE DETACHED FROM YOUR ASSIGNMENT AT ENT AIR FORCE BASE. TRAVEL OF YOUR DEPENDENTS TO YOUR OVERSEAS STATION WAS NOT AUTHORIZED. YOU WERE PAID FOR THEIR TRANSPORTATION FROM YOUR DUTY STATION AT COLORADO SPRINGS. WHICH YOU DESIGNATED AS THEIR PLACE OF RESIDENCE UNTIL FURTHER TRANSPORTATION WAS AUTHORIZED. YOUR CLAIM FOR REIMBURSEMENT FOR THE COSTS OF SUCH TRAVEL WAS DISALLOWED FOR THE REASON THAT NO INVITATIONAL TRAVEL ORDERS OR OTHER TRAVEL AUTHORITY HAS BEEN FURNISHED WHICH AUTHORIZED YOUR DEPENDENTS TO JOIN YOU AT YOUR NEW STATION. IS HIGHLY RECOMMENDED THAT DEPENDENTS ELECTING TO TRAVEL IN THE STATUS OF CIVILIANS FULLY INFORM THEIR SPONSORS OF THEIR PLANS BEFORE PERFORMING SUCH TRAVEL.'.

YOUR LETTER OF JUNE 4, 1958, REQUESTS REVIEW OF OUR SETTLEMENT OF JULY 13, 1956, WHICH DISALLOWED YOUR CLAIM FOR REIMBURSEMENT FOR THE COSTS OF TRANSPORTATION OF YOUR DEPENDENTS (WIFE AND SON) FROM MIAMI, FLORIDA, TO NEW YORK, NEW YORK, DURING THE PERIOD NOVEMBER 19 TO 20, 1952.

BY ORDERS DATED JULY 9, 1952, YOU WERE DETACHED FROM YOUR ASSIGNMENT AT ENT AIR FORCE BASE, COLORADO SPRINGS, COLORADO, AND DIRECTED TO PROCEED TO CAMP KILMER, NEW JERSEY, FOR FURTHER TRANSPORTATION OVERSEAS. TRAVEL OF YOUR DEPENDENTS TO YOUR OVERSEAS STATION WAS NOT AUTHORIZED. YOU WERE PAID FOR THEIR TRANSPORTATION FROM YOUR DUTY STATION AT COLORADO SPRINGS, COLORADO, TO MIAMI, FLORIDA, WHICH YOU DESIGNATED AS THEIR PLACE OF RESIDENCE UNTIL FURTHER TRANSPORTATION WAS AUTHORIZED.

ON NOVEMBER 19-20, 1952, THEY TRAVELED FROM MIAMI TO NEW YORK AT PERSONAL EXPENSE WHERE THEY APPARENTLY OBTAINED TRANSPORTATION TO YOUR OVERSEAS STATION. YOUR CLAIM FOR REIMBURSEMENT FOR THE COSTS OF SUCH TRAVEL WAS DISALLOWED FOR THE REASON THAT NO INVITATIONAL TRAVEL ORDERS OR OTHER TRAVEL AUTHORITY HAS BEEN FURNISHED WHICH AUTHORIZED YOUR DEPENDENTS TO JOIN YOU AT YOUR NEW STATION. YOU CONTEND THAT THE FIRST INDORSEMENT OF OCTOBER 21, 1952, MENTIONED BELOW, CONSTITUTES SUCH TRAVEL AUTHORIZATION.

AIR FORCE LETTER NO. 34-103, DATED JUNE 3, 1952, ESTABLISHED PROCEDURES FOR DEPENDENTS TRAVELING TO OVERSEAS AREAS. PARAGRAPH 14A PROVIDES AS FOLLOWS:

"A. GENERAL. DEPENDENTS CHOOSING TO TRAVEL ON TOURIST PASSPORTS FOR THE PURPOSE OF VISITING THEIR SPONSORS AT OVERSEA BASES DO SO AS CIVILIAN TOURISTS, TRAVELING COMMERCIALLY AND AT NO EXPENSE TO THE GOVERNMENT. IS HIGHLY RECOMMENDED THAT DEPENDENTS ELECTING TO TRAVEL IN THE STATUS OF CIVILIANS FULLY INFORM THEIR SPONSORS OF THEIR PLANS BEFORE PERFORMING SUCH TRAVEL.'

ON THE BASIS OF AN APPLICATION MADE BY YOU, HEADQUARTERS, UNITED STATES AIR FORCES IN EUROPE, BY FIRST INDORSEMENT DATED OCTOBER 21, 1952, APPROVED A SIX-MONTH VISIT BY YOUR DEPENDENTS IN A ,TOURIST STATUS.' FOLLOWS THAT UNDER THE PROVISIONS OF PARAGRAPH 14A, AIR FORCE LETTER NO. 34-103, YOUR DEPENDENTS' TRAVEL TO EUROPE, FOR THE PURPOSE OF VISITING YOU, WAS AS CIVILIAN TOURISTS AT NO EXPENSE TO THE GOVERNMENT. SUCH PERMISSION TO VISIT AT YOUR OVERSEAS STATION AT PERSONAL EXPENSE WAS NOT AN AUTHORIZATION FOR TRAVEL AT GOVERNMENT EXPENSE AND THE INDORSEMENT OF OCTOBER 21, FURNISHES NO AUTHORITY FOR THE PAYMENT OF YOUR CLAIM.
