B-135807-OM, MAY 9, 1983

SUBJECT: REQUEST FOR RECORDS DISPOSITION AUTHORITY, GSA/NARS; AMENDMENT TO GENERAL RECORDS SCHEDULE NO. 7. CONTROL NO. RM 83-20. B-135807.

DIRECTOR, OISS:

THIS IS IN RESPONSE TO A MEMORANDUM DATED APRIL 13, 1983, FROM SHIRLEY ALLEN, CHIEF OF THE RECORDS MANAGEMENT AND ANALYSIS SECTION, FORWARDING FOR OUR REVIEW A REQUEST FOR RECORDS DISPOSITION AUTHORITY (SF-115) SUBMITTED BY THE NATIONAL ARCHIVES AND RECORDS SERVICE OF THE GENERAL SERVICES ADMINISTRATION PROPOSING TO REDUCE THE CURRENT 10-YEAR RETENTION PERIOD FOR GENERAL ACCOUNT LEDGERS AND ALLOTMENT RECORDS (CONTAINED IN GENERAL RECORDS SCHEDULE NO. 7), TO 6 YEARS AFTER THE CLOSE OF THE FISCAL YEAR INVOLVED.

THIS CHANGE IS BASED UPON THE REDUCTION IN THE TIME PERMITTED FOR BRINGING ACTIONS AGAINST THE GOVERNMENT FROM 10 YEARS TO 6 YEARS. SUGGEST THAT THE PERIOD BE INCREASED TO 6 YEARS AND 3 MONTHS IN ORDER TO ASSURE THAT TIME INVOLVED IN THE ROUTINE PROCESSING OF CLAIMS RECEIVED TOWARDS THE END OF THE PERIOD DOES NOT RESULT IN THE INADVERTENT DESTRUCTION OF NEEDED RECORDS. OTHERWISE WE HAVE NO OBJECTION TO THE PROPOSED CHANGES.
