FURTHER REFERENCE IS MADE TO YOUR LETTER OF JANUARY 6, 1958, CONCERNING YOUR CLAIM FOR PAY BELIEVED TO BE DUE YOUR GRANDFATHER, RAMSON MOONYHAM, FOR HIS SERVICES AS A VOLUNTEER WHO SERVED IN THE ARMY OF THE UNITED STATES DURING THE CIVIL WAR. WITH YOUR LETTER YOU SENT US A PHOTOSTATIC COPY OF A REPLY DATED AUGUST 6, 1909, BY THE BUREAU OF PENSIONS, DEPARTMENT OF THE INTERIOR, ADDRESSED TO A SAMUEL MOONEYHAM, PRESUMABLY YOUR FATHER. THAT DOCUMENT REFERS TO PAYMENT OF PENSIONS AND HAS NOTHING TO DO WITH THE PAY, BONUS, OR OTHER ALLOWANCES WHICH MAY HAVE ACCRUED FOR YOUR GRANDFATHER'S SERVICE AS A SOLDIER IN THE ARMY. THERE IS NOTHING IN THAT LETTER TO SHOW THAT A CLAIM FOR PAY, ETC., WAS EVER FILED WITH THE AUDITOR FOR THE WAR DEPARTMENT ON OR BEFORE DECEMBER 31, 1912, AS REQUIRED BY THE ACT OF DECEMBER 22, 1911, 37 STAT. 49, WHICH PROVIDES:

"NO CLAIM FOR ARREARS OF PAY, BOUNTY, OR OTHER ALLOWANCES GROWING OUT OF THE SERVICE OF VOLUNTEERS WHO SERVED IN THE ARMY OF THE UNITED STATES DURING THE CIVIL WAR SHALL BE RECEIVED OR CONSIDERED BY THE ACCOUNTING OFFICERS OF THE TREASURY (NOW THE GENERAL ACCOUNTING OFFICE) UNLESS FILED IN THE OFFICE OF THE AUDITOR FOR THE WAR DEPARTMENT ON OR BEFORE DECEMBER THIRTY-FIRST, NINETEEN HUNDRED AND TWELVE * * *.'
