TO THE SECRETARY OF THE NAVY:

FURTHER REFERENCE IS MADE TO LETTER OF JANUARY 16, 1958, FROM THE ASSISTANT SECRETARY OF THE NAVY (PERSONNEL AND RESERVE FORCES), REQUESTING A DECISION AS TO WHETHER THE JOINT TRAVEL REGULATIONS MAY BE AMENDED TO AUTHORIZE TRANSPORTATION AT GOVERNMENT EXPENSE OF DEPENDENTS OF MEMBERS OF THE UNIFORMED SERVICES UPON A PERMANENT CHANGE OF STATION, IN THE CIRCUMSTANCES DESCRIBED.

THE REQUEST FOR DECISION WAS NOT ACCOMPANIED BY A COPY OF THE PROPOSED CHANGE IN THE REGULATIONS AND IT IS UNDERSTOOD THAT NO DEFINITE PROPOSAL HAS BEEN AGREED UPON BY THE ADMINISTRATIVE OFFICIALS HAVING AUTHORITY TO PRESCRIBE REGULATIONS UNDER SECTION 303 OF THE CAREER COMPENSATION ACT OF 1949, 37 U.S.C. 253. UNDER SUCH CIRCUMSTANCES AND SINCE THE PROPOSED AMENDMENT IS DESCRIBED IN VAGUE AND INDEFINITE TERMS, AN AUTHORITATIVE DECISION WOULD NOT BE APPROPRIATE AT THIS TIME. YOU ARE ASSURED, HOWEVER, THAT WE WILL BE GLAD TO CONSIDER THE MATTER UPON THE SUBMISSION OF SPECIFIC CHANGES PROPOSED TO BE MADE IN THE JOINT TRAVEL REGULATIONS BY THE SECRETARIES CONCERNED.
