PUBLIC PRINTER: REFERENCE IS MADE TO LETTER OF NOVEMBER 20. THE FOLLOWING BIDS WERE RECEIVED IN RESPONSE TO THE INVITATION: CHART HASTINGS AND CO. $47.25 PER ROLL M. CO. 74.25) 83.25) - DIFFERENT GRADES 83.25) YOU STATE THAT WHEN THE BIDS WERE EXAMINED BY THE CONTRACTING OFFICER HE NOTED THAT THE BID FROM HASTINGS AND CO. OF $47.25 FOR EACH ROLL OF ROLL GOLD WAS OBVIOUSLY IN ERROR BECAUSE THE PRICE WAS OUT OF LINE WITH ALL THE OTHER BIDS RECEIVED. WAS REQUESTED TO REVIEW AND CONFIRM ITS BID PRICE. ADVISING THAT ITS BID WAS BASED ON FURNISHING 23K SUPER GOLD AND THAT THE PRICES QUOTED WAS $2.10 PER INCH OF WIDTH BY 100 FEET IN LENGTH. WAS ERRONEOUS AND SUCH BELIEF WAS CONFIRMED AND THE ERROR EXPLAINED BY THE BIDDER PRIOR TO AWARD.

REFERENCE IS MADE TO LETTER OF NOVEMBER 20, 1957, FROM THE ACTING PUBLIC PRINTER, WITH ENCLOSURES, REQUESTING A DECISION AS TO WHETHER THE BID DATED OCTOBER 23, 1957, FROM HASTINGS AND CO., INC., 2314 MARKET STREET, PHILADELPHIA, PENNSYLVANIA, MAY BE DISREGARDED BECAUSE OF AN ALLEGED ERROR IN THE BID.

ON OCTOBER 18, 1957, THE GOVERNMENT PRINTING OFFICE ADVERTISED FOR PRICES FOR FURNISHING 100 ROLLS OF ROLL GOLD TO CONFORM WITH SPECIFICATIONS FOR ITEM NO. GP103, EACH ROLL TO BE 22 1/2 INCHES WIDE AND 200 FEET LONG. THE FOLLOWING BIDS WERE RECEIVED IN RESPONSE TO THE INVITATION:

YOU STATE THAT WHEN THE BIDS WERE EXAMINED BY THE CONTRACTING OFFICER HE NOTED THAT THE BID FROM HASTINGS AND CO. OF $47.25 FOR EACH ROLL OF ROLL GOLD WAS OBVIOUSLY IN ERROR BECAUSE THE PRICE WAS OUT OF LINE WITH ALL THE OTHER BIDS RECEIVED. THE CONTRACTING OFFICER STATES THAT HE BELIEVED THAT THE COMPANY HAD TRANSPOSED ITS FIGURES IN ITS BID BECAUSE IN ITS BID OF LAST YEAR THE COMPANY HAD QUOTED A PRICE OF $74.25 FOR EACH ROLL OF ROLL GOLD.

BY LETTER DATED NOVEMBER 13, 1957, HASTINGS AND CO. WAS REQUESTED TO REVIEW AND CONFIRM ITS BID PRICE. THE BIDDER REPLIED BY LETTER DATED NOVEMBER 14, 1957, ADVISING THAT ITS BID WAS BASED ON FURNISHING 23K SUPER GOLD AND THAT THE PRICES QUOTED WAS $2.10 PER INCH OF WIDTH BY 100 FEET IN LENGTH. THE BIDDER STATED FURTHER THAT THE INVITATION CALLED FOR A "22 1/2 INCH BY 200 FOOT LL," AND THAT THIS BREAKS DOWN TO $47.25 FOR A 100- FOOT ROLL, 22 1/2 INCHES WIDE, AND DOUBLE THAT FOR A 200-FOOT ROLL WOULD BE $94.50.

THE RECORD LEAVES NO DOUBT THAT THE COMPANY MADE AN ERROR IN ITS BID, AS ALLEGED. ACCORDINGLY, SINCE THE CONTRACTING OFFICER BELIEVED THAT THE BID OF HASTINGS AND CO., INC., WAS ERRONEOUS AND SUCH BELIEF WAS CONFIRMED AND THE ERROR EXPLAINED BY THE BIDDER PRIOR TO AWARD, ITS BID MAY BE DISREGARDED IN MAKING AWARD.

THE PAPERS, WITH THE EXCEPTION OF THE COMPANY'S LETTER DATED NOVEMBER 14, 1957, ARE RETURNED.
