PROVIDES THAT UPON THE APPLICATION OF ANY OFFICER OR FORMER OFFICER (INCLUDING THE WIDOWS AND LEGAL REPRESENTATIVES OF SUCH OFFICERS WHO ARE DECEASED). WHICH WOULD HAVE ACCRUED TO SUCH OFFICER IF SUCH SECTION HAD NOT BEEN APPLIED IN HIS CASE (EXCEPT AS TO LONGEVITY) AND PAY TO SUCH OFFICER THE AMOUNT SO DETERMINED. IT IS FURTHER PROVIDED THAT APPLICATIONS UNDER THIS ACT SHALL BE MADE IN SUCH FORM AND CONTAIN SUCH INFORMATION AS THE COMPTROLLER GENERAL MAY PRESCRIBE. A MEETING RECENTLY WAS HELD BETWEEN OFFICIALS OF YOUR DEPARTMENT. DURING WHICH THERE WERE DISCUSSED THE PROCEDURES GENERALLY TO BE FOLLOWED IN MAKING APPLICATION FOR PAYMENT OF THE AMOUNTS FOUND DUE UNDER THE CITED LAW. IT WAS DETERMINED THAT THE PROCEDURES WOULD BE SUBSTANTIALLY AS HEREINAFTER INDICATED.

TO THE SECRETARY OF DEFENSE:

PUBLIC LAW 85-255, APPROVED SEPTEMBER 2, 1957, 71 STAT. 575, PROVIDES THAT UPON THE APPLICATION OF ANY OFFICER OR FORMER OFFICER (INCLUDING THE WIDOWS AND LEGAL REPRESENTATIVES OF SUCH OFFICERS WHO ARE DECEASED), OF THE SERVICES MENTIONED IN THE JOINT PAY ACT OF JUNE 10, 1922, WHO, UPON ADVANCEMENT IN RANK, DID NOT RECEIVE AN INCREASE IN PAY OR ALLOWANCE FOR ANY PART OF THE PERIOD BEGINNING JULY 1, 1932, THE COMPTROLLER GENERAL SHALL DETERMINE THE AGGREGATE AMOUNT OF PAY AND ALLOWANCES, IN ADDITION TO THAT OTHERWISE ACCRUING, WHICH WOULD HAVE ACCRUED TO SUCH OFFICER IF SUCH SECTION HAD NOT BEEN APPLIED IN HIS CASE (EXCEPT AS TO LONGEVITY) AND PAY TO SUCH OFFICER THE AMOUNT SO DETERMINED. IT IS FURTHER PROVIDED THAT APPLICATIONS UNDER THIS ACT SHALL BE MADE IN SUCH FORM AND CONTAIN SUCH INFORMATION AS THE COMPTROLLER GENERAL MAY PRESCRIBE.

IT WAS DETERMINED THAT THE PROCEDURES WOULD BE SUBSTANTIALLY AS HEREINAFTER INDICATED.

YOU ARE ADVISED IT IS NOT CONTEMPLATED THAT ANY PARTICULAR FORM WILL BE PRESCRIBED FOR GENERAL USE IN MAKING APPLICATION FOR AMOUNTS DUE UNDER THE ACT. CLAIMS BY OFFICERS AND FORMER OFFICERS MAY BE ADMITTED IN LETTER FORM, ADDRESSED TO THE GENERAL ACCOUNTING OFFICE, CLAIMS DIVISION, 441 G STREET, N.W., WASHINGTON 25, D.C., CITING PUBLIC LAW 85-255. HOWEVER, CONSIDERATION OF SUCH CLAIMS WOULD BE GREATLY FACILITATED IF THEY CONTAIN THE FOLLOWING INFORMATION:

(1) THE OFFICER'S NAME IN FULL AND HIS SERVICE NUMBER.

(2) THE RANK TO WHICH HE WAS ADVANCED DURING THE PERIOD JULY 1, 1932, TO JUNE 30, 1934.

(3) THE DATE OF SUCH RANK FOR PAY PURPOSES.

(4) THE ADDRESS TO WHICH PAYMENT SHOULD BE MAILED.

IN ADDITION, MEMBERS AND FORMER MEMBERS OF THE NAVY AND OF THE COAST GUARD SHOULD INCLUDE IN THEIR LETTER APPLICATIONS, IF KNOWN, THE DUTY STATIONS TO WHICH THEY WERE PERMANENTLY ATTACHED DURING THE PERIOD JULY 1, 1932, TO JUNE 30, 1934.

APPLICATIONS FOR PAYMENTS FILED BY WIDOWS OR LEGAL REPRESENTATIVES SHOULD BE MADE ON STANDARD FORM NO. 1175 "CLAIM FOR UNPAID PAY AND ALLOWANCES OF DECEASED MEMBER OF THE UNIFORMED SERVICES (NO DESIGNATED BENEFICIARY)" (GENERAL REGULATIONS NO. 124), AND SHOULD BE SUPPLEMENTED BY THE INFORMATION SUGGESTED ABOVE FOR INCLUSION IN APPLICATIONS FILED BY OFFICERS AND FORMER OFFICERS.

ATTENTION IS INVITED TO THE FACT THAT APPLICATIONS UNDER THIS ACT NOT FILED IN THE GENERAL ACCOUNTING OFFICE PRIOR TO THE EXPIRATION OF TWO YEARS FROM THE DATE OF ENACTMENT OF THE ACT ,SHALL BE OF NO EFFECT.' HENCE, SUCH CLAIMS RECEIVED IN THE DEPARTMENTS SHOULD BE TRANSMITTED HERE WITHOUT DELAY.
