REFERENCE IS MADE TO YOUR LETTER OF AUGUST 27, 1957, WITH ENCLOSURES, RELATIVE TO AN ERROR IN BID ALLEGED TO HAVE BEEN MADE BY THE C.C. HAMILTON COMPANY IN THE SUBMISSION OF ITS BID IN RESPONSE TO INVITATION NO. 66-8-21 -57, DATED AUGUST 21, 1957.

BY THE AFOREMENTIONED INVITATION THE NATIONAL INSTITUTES OF HEALTH REQUESTED BIDS FOR FURNISHING ALL LABOR AND MATERIAL TO CONVERT EXISTING TOILET ROOMS TO BATH ROOMS IN BUILDING NO. 10, NATIONAL INSTITUTES OF HEALTH, BETHESDA, MARYLAND. THE C. C. HAMILTON COMPANY SUBMITTED THE LOWEST BID IN THE AMOUNT OF $1,327. FOUR OTHER BIDS WERE RECEIVED RANGING FROM $3,173 TO $3,992. AT A PREAWARD MEETING HELD ON AUGUST 23, 1957, THE COMPANY ALLEGED THAT IT HAD MADE A TYPOGRAPHICAL ERROR IN THE PREPARATION OF ITS BID. BY LETTER OF AUGUST 26 THE BIDDER CONFIRMED THE ALLEGATION OF ERROR AND REQUESTED THAT ITS BID BE DISREGARDED. WITH ITS LETTER THERE WAS ENCLOSED AN ESTIMATE SHEET SHOWING A TOTAL PRICE OF $2,327 FOR THE WORK.

ON THE RECORD, THERE IS NO ROOM FOR DOUBT THAT THE COMPANY MADE AN ERROR IN ITS BID, AS ALLEGED. ACCORDINGLY, SINCE THE APPARENT ERROR WAS CONFIRMED AND SATISFACTORILY EXPLAINED BY THE BIDDER PRIOR TO AWARD, THE BID OF THE COMPANY MAY BE DISREGARDED IN MAKING THE AWARD.

WITH THE EXCEPTION OF THE CORRESPONDENCE FROM THE BIDDER PERTAINING TO THE ERROR IN BID, THE PAPERS SUBMITTED WITH YOUR LETTER ARE RETURNED.
