YOUR LETTER OF AUGUST 11, 1957, REQUESTS REVIEW OF THE SETTLEMENT DATED JULY 24, 1957, WHICH DISALLOWED YOUR CLAIM FOR DISLOCATION ALLOWANCE INCIDENT TO ORDERS DATED DECEMBER 20 AND DECEMBER 21, 1954, IN THE CIRCUMSTANCES SHOWN.

BY SPECIAL ORDERS NO. 180, DATED DECEMBER 20, 1954, YOU WERE RELIEVED FROM ASSIGNMENT AT MAXWELL AIR FORCE BASE, ALABAMA, AND REASSIGNED TO EGLIN AIR FORCE BASE, FLORIDA, ON A PERMANENT CHANGE OF STATION, TO REPORT NOT LATER THAN JANUARY 10, 1955. BY SPECIAL ORDERS NO. 181, DATED DECEMBER 21, 1954, YOU WERE PLACED ON TEMPORARY DUTY FOR APPROXIMATELY 21 WEEKS TO HEADQUARTERS, USAFIT, WRIGHT-PATTERSON AIR FORCE BASE, OHIO, FOR THE PURPOSE OF ATTENDING A COURSE OF INSTRUCTION, WITH A REPORTING DATE OF NOT LATER THAN JANUARY 7, 1955. THIS ORDER WAS AMENDED BY SPECIAL ORDERS NO. 59, DATED MAY 10, 1955, EGLIN AIR FORCE BASE, TO AUTHORIZE A THIRTY- DAY LEAVE OF ABSENCE UPON COMPLETION OF YOUR COURSE OF INSTRUCTION. SPECIAL ORDERS NO. 84, DATED JULY 8, 1955, EGLIN AIR FORCE BASE, YOU WERE ASSIGNED ON A PERMANENT CHANGE OF STATION TO ORLANDO AIR FORCE BASE, FLORIDA. THE RECORDS SHOW THAT YOU WERE PAID A DISLOCATION ALLOWANCE OF $102.60 INCIDENT TO PERMANENT CHANGE OF STATION OF SPECIAL ORDERS NO. 84 OF JULY 8, 1955. SECTION 303 (C) OF THE CAREER COMPENSATION ACT OF 1949, AS AMENDED BY SECTION 2 (12) OF THE ACT OF MARCH 11, 1955, 69 STAT. 18, 21, AUTHORIZES THE PAYMENT OF A DISLOCATION ALLOWANCE TO A MEMBER OF A UNIFORMED SERVICE WHOSE DEPENDENTS ARE AUTHORIZED TO MOVE AND ACTUALLY MOVE IN CONNECTION WITH HIS PERMANENT CHANGE OF STATION UNDER REGULATIONS APPROVED BY THE SECRETARY CONCERNED, BUT PROVIDES FURTHER THAT "THE MEMBER SHALL BE ENTITLED TO THE PAYMENT OF A DISLOCATION ALLOWANCE FOR NOT MORE THAN ONE PERMANENT CHANGE OF STATION DURING ANY FISCAL YEAR, EXCEPT ON THE FINDING OF THE SECRETARY OF THE DEPARTMENT CONCERNED THAT THE EXIGENCIES OF THE SERVICE REQUIRE MORE THAN ONE SUCH CHANGE OF STATION DURING ANY FISCAL YEAR.' PARAGRAPH 9003-7, JOINT TRAVEL REGULATIONS, PROVIDES THAT THE DISLOCATION ALLOWANCE IS NOT PAYABLE FOR MORE THAN ONE PERMANENT CHANGE OF STATION DURING ANY FISCAL YEAR, EXCEPT ON THE FINDING OF THE SECRETARY OF THE DEPARTMENT CONCERNED THAT THE EXIGENCIES OF THE SERVICE REQUIRE MORE THAN ONE SUCH CHANGE OF STATION DURING THE CURRENT FISCAL YEAR. IT IS ADMINISTRATIVELY REPORTED THAT THE EFFECTIVE DATE OF SPECIAL ORDERS NO. 180 AND 181 WAS JULY 4, 1955. THAT BEING THE CASE, AND SINCE YOU HAVE ALREADY BEEN PAID ONE DISLOCATION ALLOWANCE DURING THE FISCAL YEAR 1956 INCIDENT TO YOUR PERMANENT CHANGE OF STATION ORDERS OF JULY 8, 1955, NO FURTHER PAYMENT OF DISLOCATION ALLOWANCE IS AUTHORIZED.
