THE CONTRACTING OFFICER BELIEVED THE BID WAS IN ERROR BECAUSE THE BID OF $2. 000 PADS WAS OUT OF LINE WITH THE NEXT LOW BID OF $5. 000 PADS WHICH AMOUNT IS IN LINE WITH FIVE OF THE OTHER BIDS RECEIVED. SINCE UPON REQUEST FOR VERIFICATION PRIOR TO AWARD THE CONTRACTING OFFICER'S BELIEF THAT THE BID WAS ERRONEOUS WAS CONFIRMED.

YOUR LETTER DATED AUGUST 22, 1957, WITH ENCLOSURES, REQUESTS A DECISION WHETHER THE STANDARD REGISTER COMPANY, GLENDALE, CALIFORNIA, SHOULD HAVE ITS BID DISREGARDED BECAUSE OF AN ERROR IT ALLEGED UPON THE CONTRACTING OFFICER'S REQUEST FOR VERIFICATION PRIOR TO AWARD.

THE STANDARD REGISTER COMPANY BID AT THE RATE OF $2,463 PER 20,000 PADS FOR THE PRODUCTION OF 57,000 PADS (5,700,000 SETS) (PLUS OR MINUS 1 PERCENT) TRIM SIZE 8 BY 10 1/2 INCHES, PRINTED ONE SIDE ONLY ON YELLOW CHEMICAL WOOD PAPER, PRINTED SHEETS TO BE CARBON INTERLEAVED AND PADDED IN UNITS OF 100 SETS TO A PAD. THE CONTRACTING OFFICER BELIEVED THE BID WAS IN ERROR BECAUSE THE BID OF $2,463 FOR 20,000 PADS WAS OUT OF LINE WITH THE NEXT LOW BID OF $5,880 FOR THE SAME QUANTITY. IN A RESPONSE TO A REQUEST TO REVIEW THE SPECIFICATIONS AND TO CONFIRM THE BID PRICE, THE FIRM ADVISED THAT DUE TO AN ERROR IN COMPUTATION THEY HAD CHARGED FOR ONLY ONE-TENTH OF THE PAPER REQUIRED TO PRODUCE THE JOB AND SUBSTANTIATED THIS WITH ESTIMATE SHEETS SHOWING A CORRECTED FIGURE OF 19,010 POUNDS OF PAPER AS AGAINST 2,000 POUNDS SHOWN ON THE ORIGINAL ESTIMATE. THIS WOULD RESULT IN A COST OF $6,107.40 FOR 20,000 PADS WHICH AMOUNT IS IN LINE WITH FIVE OF THE OTHER BIDS RECEIVED.

SINCE UPON REQUEST FOR VERIFICATION PRIOR TO AWARD THE CONTRACTING OFFICER'S BELIEF THAT THE BID WAS ERRONEOUS WAS CONFIRMED, THE BID MAY BE DISREGARDED.
