THE REPORTS WERE MADE FOR THE PURPOSE OF GRANTING RELIEF TO THE ABOVE NAMED FINANCE OFFICERS UNDER THE PROVISIONS IN 31 U.S.C. 95A. YOU ATTENTION IS CALLED TO H.R. 4528. WE HAVE BEEN INFORMALLY ADVISED BY A MEMBER OF THE STAFF OF THE SENATE JUDICIARY COMMITTEE THAT THE BILL WILL BE RECEIVING ACTIVE CONSIDERATION IN THE NEAR FUTURE. WE ARE POSTPONING FURTHER CONSIDERATION FOR THE RELIEF OF THE FINANCE OFFICERS MENTIONED IN THE LETTERS OF SEPTEMBER 29.

BY LETTERS DATED SEPTEMBER 29, 1961, FROM MR. LYLE S. GARLOCK, FORMER ASSISTANT SECRETARY OF THE AIR FORCE WE WERE ADVISED OF LOSSES OF FUNDS REPORTED IN THE ACCOUNTS OF MAJOR JACK A. GIFFORD, AO-571777 AND MAJOR (NOW LIEUTENANT COLONEL U.S.A.F. RETIRED) STEVE J. SABO, AO 129436, FORMER FINANCE OFFICERS AT PARKS AIR FORCE BASE, CALIFORNIA. THE REPORTS WERE MADE FOR THE PURPOSE OF GRANTING RELIEF TO THE ABOVE NAMED FINANCE OFFICERS UNDER THE PROVISIONS IN 31 U.S.C. 95A.

YOU ATTENTION IS CALLED TO H.R. 4528, 87TH CONGRESS, A BILL FOR THE RELIEF OF PERSONS INVOLVED IN THE NEGOTIATION OF FORGED OR FRAUDULENT GOVERNMENT CHECKS ISSUED AT PARKS AIR FORCE BASE. THIS BILL PASSED THE HOUSE OF REPRESENTATIVES ON JULY 10, 1961, AND WE HAVE BEEN INFORMALLY ADVISED BY A MEMBER OF THE STAFF OF THE SENATE JUDICIARY COMMITTEE THAT THE BILL WILL BE RECEIVING ACTIVE CONSIDERATION IN THE NEAR FUTURE. SECTION 3 OF THIS BILL WOULD PROVIDE LEGISLATIVE RELIEF TO THE DISBURSING OFFICERS INVOLVED FROM LIABILITIES ARISING FROM DEFICIENCIES OR LOSSES IN THEIR ACCOUNTS RESULTING FROM THE FRAUDULENT ISSUANCE, OR NEGOTIATION, OF THE GOVERNMENT CHECKS. SINCE THE ENACTMENT OF THIS LEGISLATION WOULD RENDER UNNECESSARY RELIEF ACTION AND OUR POLICY BEING TO REFRAIN FROM TAKING ACTION ON A MATTER RECEIVING ACTIVE CONSIDERATION BY THE CONGRESS, WE ARE POSTPONING FURTHER CONSIDERATION FOR THE RELIEF OF THE FINANCE OFFICERS MENTIONED IN THE LETTERS OF SEPTEMBER 29, 1961, UNTIL THE CONGRESS HAS COMPLETED ITS ACTION ON H.R. 4528.
