ARTIS AT THE COMPLETION OF THAT DUTY TOUR THAT TRANSPORTATION OF HIS HOUSEHOLD EFFECTS AT HONOLULU WOULD BE AT GOVERNMENT EXPENSE BUT THAT AUTHORIZATION FOR REIMBURSEMENT OF TRANSPORTATION COSTS OF THE EFFECTS HELD IN STORAGE AT PALO ALTO WOULD HAVE TO AWAIT APPROVAL BY OUR OFFICE. WHICH WERE BEING HELD IN PALO ALTO DURING THE OVERSEAS DUTY TOUR. THE TWO YEAR TIME LIMIT DURING WHICH AN EMPLOYEE IS PRIVILEGED TO COMPLETE TRANSFER OF HIS HOUSEHOLD EFFECTS INCIDENT TO A CHANGE OF DUTY STATION HAVING ELAPSED. APPROVAL OF WHICH WAS OUTLINED IN BUREAU LETTERS OF FEBRUARY 18. TO HAVE HIS HOUSEHOLD GOODS SHIPPED FROM ANY POINT TO A SELECTED PLACE.

YOUR LETTER OF JULY 31, 1957, APPARENTLY SUBMITTED IN THE CAPACITY OF AUTHORIZED CERTIFYING OFFICER, REQUESTS ADVANCE AUTHORIZATION FOR REIMBURSEMENT OF THE COSTS OF TRANSPORTATION OF THE HOUSEHOLD EFFECTS OF NARCOTIC AGENT ROBERT W. ARTIS FROM PALO ALTO, CALIFORNIA, TO GLENDALE, ARIZONA, INCIDENT TO HIS RETURN FROM DUTY OUTSIDE THE CONTINENTAL UNITED STATES AND PRIOR TO HIS RETIREMENT FROM THE GOVERNMENT SERVICE. THE INVOLVED EFFECTS ARE THOSE WHICH HAD BEEN PLACED IN STORAGE AT PALO ALTO BY MR. ARTIS, AT HIS OWN EXPENSE, AT THE TIME OF HIS ASSIGNMENT TO DUTY AT HONOLULU, TERRITORY OF HAWAII, IN 1954, AND NEVER SHIPPED TO THAT STATION DURING THE TOUR OF DUTY THERE. YOUR BUREAU HAD ADVISED MR. ARTIS AT THE COMPLETION OF THAT DUTY TOUR THAT TRANSPORTATION OF HIS HOUSEHOLD EFFECTS AT HONOLULU WOULD BE AT GOVERNMENT EXPENSE BUT THAT AUTHORIZATION FOR REIMBURSEMENT OF TRANSPORTATION COSTS OF THE EFFECTS HELD IN STORAGE AT PALO ALTO WOULD HAVE TO AWAIT APPROVAL BY OUR OFFICE. THE PRESENT VOUCHER SUBMITTED FOR APPROVAL COVERS COSTS OF TRANSPORTATION OF MR. ARTIS' EFFECTS, WHICH WERE BEING HELD IN PALO ALTO DURING THE OVERSEAS DUTY TOUR, TO GLENDALE, ARIZONA. YOU REQUEST A RULING AS TO WHETHER THE AGENT MAY BE REIMBURSED FOR TRANSPORATION OF THE EFFECTS HELD IN STORAGE AT PALO ALTO, CALIFORNIA, TO GLENDALE, ARIZONA, UNDER AUTHORITY OF EITHER THE FIRST TRAVEL AUTHORIZATION TO OVERSEAS POST OR THE SECOND AUTHORIZING RETURN TO THE UNITED STATES.

THE TWO YEAR TIME LIMIT DURING WHICH AN EMPLOYEE IS PRIVILEGED TO COMPLETE TRANSFER OF HIS HOUSEHOLD EFFECTS INCIDENT TO A CHANGE OF DUTY STATION HAVING ELAPSED, FURTHER CHARGES TO THE GOVERNMENT MAY NOT NOW BE MADE UNDER AUTHORITY OF THE FIRST TRAVEL AUTHORIZATION.. SEE SECTION 5, EXECUTIVE ORDER NO. 9805, DATED NOVEMBER 6, 1946.

THE SECOND TRAVEL AUTHORIZATION, APPROVAL OF WHICH WAS OUTLINED IN BUREAU LETTERS OF FEBRUARY 18, AND MARCH 15, 1957, TO MR. ARTIS, COVERED PAYMENT FOR THE SHIPMENT OF HIS HOUSEHOLD GOODS FROM HONOLULU TO PALO ALTO AND FROM PALO ALTO TO ANY POINT DESIGNATED NOT FARTHER DISTANT THAN CHICAGO.

UNDER SECTION 8 OF EXECUTIVE ORDER NO. 9805, AS AMENDED BY EXECUTIVE ORDER NO. 10196, THE EMPLOYEE ACQUIRED THE RIGHT, UNDER THE SECOND TRAVEL AUTHORIZATION, TO HAVE HIS HOUSEHOLD GOODS SHIPPED FROM ANY POINT TO A SELECTED PLACE, SO LONG AS THE SHIPMENT WAS MADE WITHIN THE TIME LIMIT PRESCRIBED AND THE COST TO THE GOVERNMENT DID NOT EXCEED THE COST OF A LIKE SHIPMENT IN ONE LOT BY THE MOST ECONOMICAL ROUTE TO THE LAST OFFICIAL STATION, CHICAGO, THE DISTANCE LIMITATION SET BY THE SECOND TRAVEL AUTHORIZATION.

THEREFORE, SINCE THE EMPLOYEE WOULD BE ENTITLED TO THE SHIPMENT OF HIS COMBINED HOUSEHOLD EFFECTS, SUBJECT TO LIMITATIONS PRESCRIBED BY LAW, FROM PALO ALTO TO GLENDALE, THE VOUCHER MAY BE CERTIFIED FOR PAYMENT IF OTHERWISE PROPER. IN CONNECTION WITH THE VOUCHERING, YOUR ATTENTION IS CALLED TO SECTION 10 (B) OF EXECUTIVE ORDER NO. 9805.
