YOU SAY THE VOUCHER IS BEING FORWARDED FOR CONSIDERATION AS TO WHETHER IT MEETS THE EVIDENTIARY REQUIREMENTS OF OUR DECISION OF JUNE 18. THE VOUCHER IS SUPPORTED BY (1) A CERTIFIED COPY OF ORDERS DATED MAY 24. THIS FLIGHT SCHEDULE IS CERTIFIED BY LIEUTENANT HOLMES AS TO THE DETAILED INFORMATION SHOWN THEREON AND THE CHIEF. HAS CERTIFIED THAT THE OFFICER WAS IN A FLYING STATUS AND FULFILLED ALL FLIGHT REQUIREMENTS AND CONDITIONS IN FORCE DURING SUCH PERIOD. COAST AND GEODETIC SURVEY PERSONNEL WERE PAID FLIGHT PAY ON THE BASIS OF COMPETENT ORDERS TO FLYING DUTY AND CERTIFICATES BY COAST GUARD AND NAVY PERSONNEL CERTIFYING THAT THE OFFICERS CONCERNED HAD FLOWN THE NECESSARY REQUIREMENTS FOR FLIGHT PAY.

REFERENCE IS MADE TO YOUR LETTER OF JULY 16, 1957, 52-CO/S, TRANSMITTING FOR OUR APPROVAL A VOUCHER IN FAVOR OF ALFRED C. HOLMES, LIEUTENANT, UNITED STATES COAST AND GEODETIC SURVEY, FOR FLIGHT PAY FOR THE PERIOD FROM JUNE 1 TO JUNE 30, 1957. YOU SAY THE VOUCHER IS BEING FORWARDED FOR CONSIDERATION AS TO WHETHER IT MEETS THE EVIDENTIARY REQUIREMENTS OF OUR DECISION OF JUNE 18, 1952, B-109434, REGARDING FLIGHT PAY FOR COMMISSIONED OFFICERS OF THE COAST AND GEODETIC SURVEY.

THE VOUCHER IS SUPPORTED BY (1) A CERTIFIED COPY OF ORDERS DATED MAY 24, 1957, OF THE ACTING ASSISTANT DIRECTOR, COAST AND GEODETIC SURVEY, DETAILING LIEUTENANT HOLMES TO FLYING DUTY AS A CREW MEMBER FOR THE PERIOD JUNE 1 TO DECEMBER 31, 1957, (2) A FLIGHT SCHEDULE SHOWING THE DATES, NUMBER OF FLIGHTS, FLYING TIME OF EACH FLIGHT, THE IDENTITY OF THE PLANE USED IN EACH FLIGHT, AND THE FLYING DUTY STATUS OF THE OFFICER, AND (3) A COPY OF THE OFFICER'S TRAVEL ORDERS COVERING THE PERIOD INVOLVED. THIS FLIGHT SCHEDULE IS CERTIFIED BY LIEUTENANT HOLMES AS TO THE DETAILED INFORMATION SHOWN THEREON AND THE CHIEF, DIVISION OF PHOTOGRAMMETRY, COAST AND GEODETIC SURVEY, PRESUMABLY LIEUTENANT HOLMES' COMMANDING OFFICER, HAS CERTIFIED THAT THE OFFICER WAS IN A FLYING STATUS AND FULFILLED ALL FLIGHT REQUIREMENTS AND CONDITIONS IN FORCE DURING SUCH PERIOD.

YOU SAY FURTHER THAT, DURING 1956, COAST AND GEODETIC SURVEY PERSONNEL WERE PAID FLIGHT PAY ON THE BASIS OF COMPETENT ORDERS TO FLYING DUTY AND CERTIFICATES BY COAST GUARD AND NAVY PERSONNEL CERTIFYING THAT THE OFFICERS CONCERNED HAD FLOWN THE NECESSARY REQUIREMENTS FOR FLIGHT PAY. YOU ASK THAT THE 1956 PAYMENTS BE APPROVED ON THE BASIS OF SUCH EVIDENCE WITH THE UNDERSTANDING THAT ALL FUTURE PAYMENTS OF FLIGHT PAY WILL BE SUPPORTED BY A FLIGHT SCHEDULE, LIKE THE ONE ACCOMPANYING THE VOUCHER IN FAVOR OF LIEUTENANT HOLMES, AND COMPETENT ORDERS.

IT WAS HELD IN THE DECISION OF JUNE 18, 1952, THAT VOUCHERS COVERING FLIGHT PAY TO MEMBERS OF THE COAST AND GEODETIC SURVEY SHOULD BE SUPPORTED BY A COPY OF THE ORDERS UNDER WHICH THE FLIGHTS WERE PERFORMED AND A FLIGHT CERTIFICATE AND SCHEDULE, CERTIFIED BY THE COMMANDING OFFICER OF THE PERSON INVOLVED, SHOWING THE DATES AND NUMBER OF FLIGHTS PERFORMED AND THE PERIOD IN THE AIR DURING EACH FLIGHT. IT WAS POINTED OUT IN THE DECISION THAT SUCH EVIDENCE IS REQUIRED SO THAT IN THE AUDIT OF THESE VOUCHERS THERE CAN BE MADE A PROPER DETERMINATION AS TO WHETHER THERE HAS BEEN A COMPLIANCE WITH THE LAWS AND REGULATIONS AUTHORIZING THE ADDITIONAL AVIATION PAY.

THE EVIDENCE IN SUPPORT OF THE VOUCHER IN FAVOR OF LIEUTENANT HOLMES SHOWS A COMPLIANCE WITH THE REQUIREMENTS OF PARAGRAPH 720, COAST AND GEODETIC SURVEY REGULATIONS, 1946, AS REVISED BY TRANSMITTAL SHEET NO. 15, DATED MARCH 1, 1952, GOVERNING THE PAYMENT OF FLIGHT PAY TO COAST AND GEODETIC SURVEY PERSONNEL. HIS ORDERS ARE COMPETENT AND WHILE THE OFFICER'S COMMANDING OFFICER DOES NOT CERTIFY THAT HE HAS VERIFIED THE ENTRIES ON THE FLIGHT SCHEDULE WITH THE ENTRIES IN THE ORGANIZATION FLIGHT LOG AND THE AIRCRAFT BOOKS OR RECORDS OF THE AIRCRAFT IN WHICH THE FLIGHTS WERE PERFORMED, HE DOES CERTIFY THAT THE OFFICER FULFILLED ALL FLIGHT REQUIREMENTS AND CONDITIONS IN FORCE DURING THE PERIOD FOR WHICH THE FLIGHT PAY IS CLAIMED.

THE FILE INDICATES THAT, FOR THE MOST PART, THE LOGS AND RECORDS OF THE ORGANIZATION OR AIRCRAFT IN WHICH COAST AND GEODETIC SURVEY PERSONNEL PERFORM FLYING DUTY ARE NOT READILY AVAILABLE TO COMMANDING OFFICERS OF SUCH PERSONNEL, THE ORGANIZATION OR AIRCRAFT ORDINARILY NOT BEING MAINTAINED OR OPERATED BY THE COAST AND GEODETIC SURVEY. AND, IT IS UNDERSTOOD THAT ONLY A FEW MEMBERS OF THE COAST AND GEODETIC SURVEY PERFORM FLYING DUTY, THREE MEMBERS HAVING PERFORMED SUCH DUTY IN 1956. THE CIRCUMSTANCES AND AS THE FLIGHT SCHEDULE SUPPORTING THE VOUCHER IN FAVOR OF LIEUTENANT HOLMES CLEARLY IDENTIFIES THE AIRCRAFT USED AND THE DATE ON WHICH EACH FLIGHT WAS PERFORMED SO THAT THE ACTUAL PERFORMANCE OF DUTY IS SUBJECT TO VERIFICATION, SIMILAR FLIGHT SCHEDULES CERTIFIED IN A LIKE MANNER WILL BE ACCEPTED AS MEETING THE FLIGHT PAY AUDIT REQUIREMENTS OF OUR OFFICE WHERE COAST AND GEODETIC SURVEY PERSONNEL ARE CONCERNED. ARE RETURNING THE VOUCHER AND RELATED PAPERS AND IF THE VOUCHER IS CORRECT IN OTHER RESPECTS, IT MAY BE CERTIFIED FOR PAYMENT.

AS TO THE 1956 FLIGHT PAY PAYMENTS, OUR AUDIT PERSONNEL ADVISE THAT FLIGHT SCHEDULES HAVE BEEN FURNISHED TO SUPPORT MANY OF THESE PAYMENTS AND IT HAS BEEN ASCERTAINED INFORMALLY FROM YOUR DIVISION THAT, ULTIMATELY, FLIGHT SCHEDULES WILL BE FURNISHED IN ALL SUCH CASES, SOME SUCH SCHEDULES, HOWEVER, BEING INCOMPLETE BECAUSE OF THE DESTRUCTION OF AIRCRAFT RECORDS. AS THIS MATTER NOW HAS BEEN CORRECTED, OUR AUDIT PERSONNEL WILL PASS TO CREDIT IN THE DISBURSING OFFICERS' ACCOUNTS ALL 1956 FLIGHT PAY PAYMENTS, OTHERWISE CORRECT, FOR WHICH FLIGHT SCHEDULES ARE FURNISHED, EVEN THOUGH SUCH SCHEDULES MAY BE INCOMPLETE IN SOME CASES, PROVIDED SUCH PAYMENTS ARE SUPPORTED BY CERTIFIED FLIGHT CERTIFICATE FORMS AS PROPOSED IN YOUR LETTER.
