ADMINISTRATIVE EXCEPTION WAS TAKEN TO THE PER DIEM PAYMENT. SPECIFICALLY APPROVING THE STOPOVER AS BEING NECESSARY FOR A CONFERENCE WITH THE AREA ENGINEER RELATING TO THE PROJECT FROM WHICH THE EMPLOYEE WAS BEING TRANSFERRED AND THE PROJECT TO WHICH HE WAS BEING TRANSFERRED. IT DOES NOT APPEAR ON THE PRESENT RECORD THAT THE OMISSION FROM THE ORIGINAL TRAVEL ORDER OF AUTHORITY FOR THE STOPOVER WAS A DELIBERATE ADMINISTRATIVE ACTION. WHICH IS RETURNED HEREWITH.

ON JULY 17, 1957, YOU REQUESTED OUR DECISION ON THE PROPRIETY OF CERTIFYING FOR PAYMENT A RECLAIM VOUCHER DRAWN IN FAVOR OF MR. FRANK J. BENNETT FOR PER DIEM FOR A TWO DAY STOPOVER AT ANCHORAGE, ALASKA, IN CONNECTION WITH HIS CHANGE OF OFFICIAL STATION FROM SEWARD TO VALDEZ, ALASKA. THE ORIGINAL TRAVEL ORDER DIRECTING HIS CHANGE OF STATION DID NOT AUTHORIZE A STOPOVER AT ANCHORAGE, AND ADMINISTRATIVE EXCEPTION WAS TAKEN TO THE PER DIEM PAYMENT. AN AMENDED TRAVEL ORDER HAS BEEN ISSUED, SPECIFICALLY APPROVING THE STOPOVER AS BEING NECESSARY FOR A CONFERENCE WITH THE AREA ENGINEER RELATING TO THE PROJECT FROM WHICH THE EMPLOYEE WAS BEING TRANSFERRED AND THE PROJECT TO WHICH HE WAS BEING TRANSFERRED.

IT DOES NOT APPEAR ON THE PRESENT RECORD THAT THE OMISSION FROM THE ORIGINAL TRAVEL ORDER OF AUTHORITY FOR THE STOPOVER WAS A DELIBERATE ADMINISTRATIVE ACTION. ACCORDINGLY, AND SINCE PAYMENT OF PER DIEM HAS NOW BEEN ADMINISTRATIVELY APPROVED, THE RECLAIM VOUCHER, WHICH IS RETURNED HEREWITH, MAY BE CERTIFIED FOR PAYMENT, IF OTHERWISE CORRECT.
