GOVERNMENT PRINTING OFFICE: REFERENCE IS MADE TO YOUR LETTER DATED MAY 15. SHOULD HAVE ITS BID DISREGARDED BECAUSE OF AN ERROR IT ALLEGED UPON THE CONTRACTING OFFICER'S REQUEST FOR VERIFICATION PRIOR TO AWARD. THE CONTRACTING OFFICER BELIEVED THE BID WAS IN ERROR BECAUSE IT WAS OUT OF LINE WITH THE THREE OTHER BIDS RECEIVED WHICH WERE $1. THE FIRM ADVISED THAT THE BID WAS COMPUTED ON A CONVENTIONAL FORM RATHER THAN A FORM WITH ONE SHORT AND NARROW CARBON NECESSITATING HAND LABOR IN THE FINISHING PROCESS. THE WORKSHEET SUBMITTED BY THE FIRM SHOWS THAT NO PROVISION WAS MADE FOR THE BINDERY HAND LABOR NECESSARY TO PRODUCE THE SETS REQUIRED. THE CONTRACTING OFFICER'S BELIEF THAT THE BID WAS ERRONEOUS WAS CONFIRMED.

REFERENCE IS MADE TO YOUR LETTER DATED MAY 15, 1957, WITH ENCLOSURES, REQUESTING A DECISION WHETHER SCHONBAR-LEIGH PRINTING CO., NEW YORK, NEW YORK, SHOULD HAVE ITS BID DISREGARDED BECAUSE OF AN ERROR IT ALLEGED UPON THE CONTRACTING OFFICER'S REQUEST FOR VERIFICATION PRIOR TO AWARD.

SCHONBAR-LEIGH PRINTING CO. BID $1,185 FOR THE PRODUCTION OF 100,000 SETS (PLUS OR MINUS 10 PERCENT) OF A SINGLE-STUB, CARBON INTERLEAVED SET; DETACHED SIZE 8 BY 3 1/2 INCHES; STUB LENGTH 8 INCHES; 4-PART; THE CARBON SHEET FOR PART 1 TO BE SHORT AND NARROW AND THE CARBON SHEETS FOR PARTS 2 AND 3 TO BE FULL STUB LENGTH BUT SHORT. THE CONTRACTING OFFICER BELIEVED THE BID WAS IN ERROR BECAUSE IT WAS OUT OF LINE WITH THE THREE OTHER BIDS RECEIVED WHICH WERE $1,850, $1,927 AND $2,881. IN RESPONSE TO A REQUEST TO REVIEW THE SPECIFICATIONS AND TO CONFIRM THE BID PRICE, THE FIRM ADVISED THAT THE BID WAS COMPUTED ON A CONVENTIONAL FORM RATHER THAN A FORM WITH ONE SHORT AND NARROW CARBON NECESSITATING HAND LABOR IN THE FINISHING PROCESS. THE WORKSHEET SUBMITTED BY THE FIRM SHOWS THAT NO PROVISION WAS MADE FOR THE BINDERY HAND LABOR NECESSARY TO PRODUCE THE SETS REQUIRED.

SINCE, UPON REQUEST FOR VERIFICATION PRIOR TO AWARD, THE CONTRACTING OFFICER'S BELIEF THAT THE BID WAS ERRONEOUS WAS CONFIRMED, THE BID MAY BE DISREGARDED.

THE BIDS, THE COPY OF THE SPECIFICATIONS, AND TELEGRAM ARE RETURNED HEREWITH.
