YOUR LETTER OF MARCH 18, 1957, REQUESTS OUR ADVICE CONCERNING THE DISPOSITION OF TWO CHECKS HELD BY YOU FOR SAFEKEEPING, FOR WHICH YOU SAY YOU CAN FIND NO REGULATION OR DIRECTIVE TO DETERMINE THE MATTER. SPECIFICALLY, THE MATTER IS COVERED BY YOUR LETTER, AS FOLLOWS:

"1. A DEPARTMENT OF JUSTICE CHECK FOR WITNESS SEBASTIAN GUASSAC ISSUED MAY 20, 1953 IN THE AMOUNT OF $12.82--- RETURNED TO THIS OFFICE AS UNDELIVERABLE BECAUSE WITNESS WAS DECEASED. NO CLAIMANTS HAVE APPEARED AND SO NO FORMS COULD BE COMPLETED AS SUGGESTED IN MARSHAL'S MANUAL, SECTION 512.

"2. A U.S. COURTS CHECK FOR HARVEY M. SMITH, JR. WHO SERVED AS JUROR, ISSUED APRIL 14, 1953 IN THE AMOUNT OF $56.00 WHICH PAYEE RETURNED TO THIS OFFICE WITH THIS NOTE:

"PLEASE TAKE THIS CHECK BACK. I DO NOT FEEL A PUBLIC DUTY SHOULD BE PAID FOR. VERY TRULY YOURS, (S) HARVEY SMITH.'"

YOU ARE INFORMED THAT A CIRCULAR LETTER WAS ISSUED BY OUR OFFICE UNDER DATE OF MARCH 19, 1957, B-112924, TO THE HEADS OF DEPARTMENTS AND AGENCIES CONCERNED, WHICH ADVISED THAT AFTER SEVERAL STUDIES OF MATTERS RELATING TO GOVERNMENT CHECKS, IT HAS BEEN DETERMINED THAT ALL UNDELIVERABLE CHECKS BEARING ISSUE DATES ON OR BEFORE JUNE 30, 1955, SHOULD BE TRANSMITTED TO THE RECORDS MANAGEMENT AND SERVICES BRANCH, GENERAL ACCOUNTING OFFICE, WASHINGTON, D. C., FOR DISPOSITION. A COPY OF THIS CIRCULAR LETTER IS ATTACHED FOR YOUR INFORMATION.

ACCORDINGLY, YOU SHOULD FORWARD ALL SUCH CHECKS, INCLUDING THE TWO CHECKS TO WHICH YOU SPECIFICALLY REFER, TO OUR OFFICE, TOGETHER WITH A DETAILED LISTING OF THE CHECKS SHOWING AS A MINIMUM FOR EACH CHECK THE MONTH AND YEAR OF ISSUE, THE CHECK SERIAL NUMBER, AND THE AMOUNT OF EACH CHECK. ALSO, THE DISBURSING SYMBOL SHOULD BE SHOWN FOR THE CHECKS EITHER ON EACH PAGE OF THE LISTING OR FOR EACH GROUP IF SEVERAL SYMBOLS ARE INVOLVED AS IN YOUR CASE. ALL THE CHECKS SO FORWARDED SHOULD BE RENDERED NON- NEGOTIABLE BEFORE SHIPMENT, IN ACCORDANCE WITH THE PROVISIONS OF GENERAL REGULATIONS NO. 118--- REVISED, DATED JUNE 29, 1955, 34 COMP. GEN. 757.
