TO ILLINOIS CENTRAL RAILROAD COMPANY: REFERENCE IS MADE TO YOUR LETTER OF JANUARY 10. WHICH IS. PAYMENT WAS MADE ACCORDINGLY BY AN ARMY DISBURSING OFFICER. 695 POUNDS OF THE SUBJECT SHIPMENT WERE DOMESTICATED. REPORTED THAT ALTHOUGH THIS PORTION OF THE SUBJECT SHIPMENT WAS ORIGINALLY CONSIGNED TO NEW YORK FOR TRANSSHIPMENT. A CHANGE WAS MADE AND THIS PART OF THE SHIPMENT WAS HANDLED THROUGH THE NEW ORLEANS ARMY TERMINAL AND LOADED ABOARD THE STEAMSHIP ATLANTIC VICTORY. YOUR SUPPLEMENTAL BILL FOR $11.50 WAS DISALLOWED IN THE SETTLEMENT. AS EVIDENCE THAT PART OF THE SHIPMENT WAS DOMESTICATED. THERE IS NO AUTHORITY FOR ALLOWANCE OF THE ADDITIONAL AMOUNT CLAIMED. THE SETTLEMENT IS SUSTAINED.

REFERENCE IS MADE TO YOUR LETTER OF JANUARY 10, 1957, FILE G-AFR 39101-A- WAG, WHICH IS, IN EFFECT, A REQUEST FOR REVIEW OF OUR SETTLEMENT DATED DECEMBER 28, 1956. THE SETTLEMENT DISALLOWED YOUR CLAIM, PER BILL NO. AFR -39101-A, FOR $11.50 ADDITIONAL FREIGHT CHARGES ALLEGED TO BE DUE FOR THE TRANSPORTATION OF 13 PIECES OF HOUSEHOLD GOODS FROM CHANUTE AIR FORCE BASE, ILLINOIS, TO NEW ORLEANS, LOUISIANA, UNDER BILL OF LADING NO. AF- 5998890, IN NOVEMBER 1955, FOR EXPORT.

FOR THIS SERVICE YOU CLAIMED ORIGINALLY $347.81, COMPUTED ON THE BASIS OF THE EXPORT RATE, AND PAYMENT WAS MADE ACCORDINGLY BY AN ARMY DISBURSING OFFICER. SUBSEQUENTLY YOU CLAIMED IN YOUR SUPPLEMENTAL BILL AFR-39101-A THE ADDITIONAL AMOUNT OF $11.50, BASED ON A REPORT FROM THE HEADQUARTERS OF THE NEW ORLEANS ARMY TERMINAL, DATED JANUARY 23, 1956, THAT 7,695 POUNDS OF THE SUBJECT SHIPMENT WERE DOMESTICATED, WITH FINAL DESTINATION BROOKLYN, NEW YORK. HOWEVER, UNDER DATE OF JUNE 11, 1956, THE DIRECTOR, TRANSPORTATION CONTROL, UNITED STATES AIR FORCE LOGISTIC CONTROL GROUP, NEW ORLEANS, REPORTED THAT ALTHOUGH THIS PORTION OF THE SUBJECT SHIPMENT WAS ORIGINALLY CONSIGNED TO NEW YORK FOR TRANSSHIPMENT, A CHANGE WAS MADE AND THIS PART OF THE SHIPMENT WAS HANDLED THROUGH THE NEW ORLEANS ARMY TERMINAL AND LOADED ABOARD THE STEAMSHIP ATLANTIC VICTORY, G-44-C, WHICH SAILED JANUARY 13, 1956, FOR THE AZORES, ON THE ORIGINAL BILL OF LADING. ON THIS RECORD, YOUR SUPPLEMENTAL BILL FOR $11.50 WAS DISALLOWED IN THE SETTLEMENT.

WITH YOUR REQUEST FOR REVIEW, YOU FURNISHED A COPY OF THE CITED LETTER OF JANUARY 23, 1956, AS EVIDENCE THAT PART OF THE SHIPMENT WAS DOMESTICATED. HOWEVER, IN VIEW OF THE LATER REPORT OF JUNE 11, 1956, FROM THE ADMINISTRATIVE OFFICE ON THE MATTER, THE LETTER OF JANUARY 23, 1956, MAY NOT BE CONSIDERED AS DETERMINATIVE OF THE SERVICE FURNISHED, SINCE THE LATER LETTER EXPLAINS THE CHANGE IN HANDLING AND SHOWS THE ACTUAL DISPOSITION OF THE PART OF THE SHIPMENT HERE CONCERNED.

ON THIS RECORD, THERE IS NO AUTHORITY FOR ALLOWANCE OF THE ADDITIONAL AMOUNT CLAIMED. ACCORDINGLY, THE SETTLEMENT IS SUSTAINED.
