PUBLIC PRINTER: REFERENCE IS MADE TO YOUR LETTER OF JANUARY 9. - IN VIEW OF AN ERROR ALLEGED BY THE COMPANY TO HAVE BEEN MADE IN THE BID. FIVE OTHER BIDS ALSO WERE RECEIVED FOR THIS MATERIAL IN THE AMOUNTS OF $192. UPON NOTICING THAT THE BID OF THE GREENLEIGH PRINTING COMPANY WAS UNUSUALLY LOW IN COMPARISON WITH THE OTHER BIDS. THE GREENLEIGH PRINTING COMPANY REPLIED THAT ITS BID WAS ERRONEOUSLY COMPUTED ON FURNISHING ONLY 3. 000 EACH OF TWO MASTER UNITS WERE REQUIRED. IT IS NOTED THAT THE CONTRACTING OFFICER IN EXAMINING THE BIDS IMMEDIATELY RECOGNIZED THE PROBABILITY OF AN ERROR IN THE BID OF GREENLEIGH PRINTING COMPANY. IT IS NOTED FURTHER THAT THE COMPANY ALSO IMMEDIATELY CONFIRMED THE CONTRACTING OFFICER'S SUSPICION IN THIS RESPECT BY ADVISING THAT AN ERROR HAD BEEN MADE IN ITS BID AND FURNISHED A BREAKDOWN OF THE ITEMS USED IN ITS WORKSHEET IN COMPUTING THE BID TO SUPPORT ITS EXPLANATION OF HOW THE ERROR OCCURRED.

REFERENCE IS MADE TO YOUR LETTER OF JANUARY 9, 1957, WITH ENCLOSURES, REQUESTING A DECISION AS TO WHETHER THERE MAY BE DISREGARDED A BID SUBMITTED BY THE GREENLEIGH PRINTING COMPANY IN RESPONSE TO AN INVITATION- -- GPO--- JACKET NUMBER 410039--- IN VIEW OF AN ERROR ALLEGED BY THE COMPANY TO HAVE BEEN MADE IN THE BID.

BY BID DATED DECEMBER 21, 1956, THE GREENLEIGH PRINTING COMPANY OFFERED TO FURNISH 3,000 EACH OF TWO MASTER UNITS OF A CERTAIN TYPE OF DUPLICATOR MASTERS FOR A TOTAL PRICE OF $104.50. FIVE OTHER BIDS ALSO WERE RECEIVED FOR THIS MATERIAL IN THE AMOUNTS OF $192, $201.50, $216, $328.26 AND $342.84. UPON NOTICING THAT THE BID OF THE GREENLEIGH PRINTING COMPANY WAS UNUSUALLY LOW IN COMPARISON WITH THE OTHER BIDS, THE CONTRACTING OFFICER, BY TELEGRAM DATED JANUARY 2, 1957, REQUESTED THE COMPANY TO VERIFY ITS BID. BY TELEGRAM OF THE SAME DATE AND BY A CONFIRMING LETTER DATED JANUARY 3, 1957, THE GREENLEIGH PRINTING COMPANY REPLIED THAT ITS BID WAS ERRONEOUSLY COMPUTED ON FURNISHING ONLY 3,000 MASTER UNITS, IT HAVING BEEN OVERLOOKED THAT 3,000 EACH OF TWO MASTER UNITS WERE REQUIRED.

IT IS NOTED THAT THE CONTRACTING OFFICER IN EXAMINING THE BIDS IMMEDIATELY RECOGNIZED THE PROBABILITY OF AN ERROR IN THE BID OF GREENLEIGH PRINTING COMPANY. IT IS NOTED FURTHER THAT THE COMPANY ALSO IMMEDIATELY CONFIRMED THE CONTRACTING OFFICER'S SUSPICION IN THIS RESPECT BY ADVISING THAT AN ERROR HAD BEEN MADE IN ITS BID AND FURNISHED A BREAKDOWN OF THE ITEMS USED IN ITS WORKSHEET IN COMPUTING THE BID TO SUPPORT ITS EXPLANATION OF HOW THE ERROR OCCURRED. MOREOVER, THE EXPLANATION OF THE ERROR APPEARS TO BE ACCEPTED BY THE CONTRACTING OFFICER, WHO BELIEVES THAT THE BASIC BID OF $104.50 OF THE GREENLEIGH PRINTING COMPANY DOES NOT REPRESENT A FAIR AND REASONABLE PRICE FOR THE WORK REQUIRED.

ACCORDINGLY, THE BID OF THE GREENLEIGH PRINTING COMPANY MAY BE DISREGARDED. IN THE EVENT AN AWARD IS MADE TO ANOTHER BIDDER UNDER THE SUBJECT INVITATION, A REFERENCE TO THIS DECISION SHOULD BE MADE ON THE CONTRACT OR VOUCHERS COVERING PAYMENT IN THE MATTER.

THE PAPERS, WITH THE EXCEPTION OF THE LETTER OF THE GREENLEIGH PRINTING COMPANY DATED JANUARY 3, 1957, ARE RETURNED HEREWITH.
