YOU REQUEST A DECISION WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER STATED IN FAVOR OF FIRST LIEUTENANT OLIVER G. THE VOUCHER SHOWS THAT THE GIRL AND BOY WERE BORN ON OCTOBER 17. THE OFFICER RELATES THAT THEY ARE MEMBERS OF HIS HOUSEHOLD. WHILE THE FATHER OF THE CHILDREN IS OBLIGATED BY COURT ORDER TO PAY $70 A MONTH TOWARD THEIR SUPPORT. IT IS CONCLUDED THAT THE CHILDREN ARE IN FACT DEPENDENT UPON THE OFFICER FOR THE PURPOSES OF TRANSPORTATION ON PERMANENT CHANGE OF STATION. THE VOUCHER AND SUPPORTING PAPERS ARE RETURNED HEREWITH.

IN YOUR LETTER OF OCTOBER 9, 1956, FORWARDED HERE BY ENDORSEMENT OF NOVEMBER 7, 1956, YOU REQUEST A DECISION WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER STATED IN FAVOR OF FIRST LIEUTENANT OLIVER G. MCDONALD, 064413, UNITED STATES MARINE CORPS, FOR REIMBURSEMENT OF THE COST OF TRANSPORTATION OF DEPENDENTS (STEPDAUGHTER, PATRICIA ANN STORM MCDONALD; STEPSON, JOHN DONALD STORM MCDONALD) FROM MOBILE, ALABAMA, TO JACKSONVILLE, NORTH CAROLINA, THE TRAVEL HAVING BEEN PERFORMED ON JUNE 8 AND 9, 1956, PURSUANT TO ORDERS DATED FEBRUARY 21, 1956.

THE VOUCHER SHOWS THAT THE GIRL AND BOY WERE BORN ON OCTOBER 17, 1944, AND APRIL 6, 1950, RESPECTIVELY. THE OFFICER RELATES THAT THEY ARE MEMBERS OF HIS HOUSEHOLD. HE EXPLAINS FURTHER THAT THE ACTUAL LIVING EXPENSES INCURRED BY THE CHILDREN AVERAGE $190 A MONTH AND THAT, WHILE THE FATHER OF THE CHILDREN IS OBLIGATED BY COURT ORDER TO PAY $70 A MONTH TOWARD THEIR SUPPORT, HE HAS PAID NOTHING SINCE APRIL 18, 1956, THE DATE OF THE OFFICER'S MARRIAGE TO THEIR MOTHER. IT THUS APPEARS THAT EVEN IF THE CHILDRENS' FATHER CONTRIBUTED TOWARD THEIR SUPPORT THEY WOULD STILL BE DEPENDENT ON THE OFFICER AT LEAST TO THE EXTENT OF $120 A MONTH. ON THIS RECORD, IT IS CONCLUDED THAT THE CHILDREN ARE IN FACT DEPENDENT UPON THE OFFICER FOR THE PURPOSES OF TRANSPORTATION ON PERMANENT CHANGE OF STATION.

ACCORDINGLY, THE VOUCHER AND SUPPORTING PAPERS ARE RETURNED HEREWITH, PAYMENT ON THE VOUCHER BEING AUTHORIZED IF OTHERWISE CORRECT.
