TO HONORABLE RAYMOND BLATTENBERGER: REFERENCE IS MADE TO LETTER DATED OCTOBER 25. SHOULD HAVE ITS BID DISREGARDED BECAUSE OF AN ERROR IT ALLEGED PRIOR TO AWARD. THE FIRM STATED THAT ITS BID WAS INTERCHANGED INADVERTENTLY WITH ANOTHER BID ON A DIFFERENT JOB AND THAT MATERIALS FOR THE FORMS WOULD COST APPROXIMATELY $10 PER THOUSAND. THE QUOTED PRICE FOR THE FORMS SHOULD HAVE BEEN $350.91. YOUR OFFICE'S ESTIMATE FOR THE JOB IS $300. THE CONTRACTING OFFICER HAS STATED THAT HE WOULD HAVE NOTED THE ERROR AND REQUESTED VERIFICATION OF THE BID HAD HE EXAMINED THE BIDS BEFORE RECEIVING THE NOTICE OF ERROR.

REFERENCE IS MADE TO LETTER DATED OCTOBER 25, 1956, WITH ENCLOSURES, FROM THE ACTING PUBLIC PRINTER, WHO REQUESTS A DECISION WHETHER CONSOLIDATED BUSINESS SYSTEMS, INC., NEW BRUNSWICK, NEW JERSEY, SHOULD HAVE ITS BID DISREGARDED BECAUSE OF AN ERROR IT ALLEGED PRIOR TO AWARD.

IN RESPONSE TO AN ADVERTISED REQUEST FOR PRICES, CONSOLIDATED BUSINESS SYSTEMS, INC., BID $105 FOR THE PRODUCTION OF 10,000 SETS OF A 5-PART SNAPOUT STYLE FORM. THE OFFERS OF THE SEVEN OTHER BIDDERS RANGED FROM $247.10 TO $413. SHORTLY AFTER THE BID OPENING, CONSOLIDATED'S REPRESENTATIVE ADVISED THE CONTRACTING OFFICER BY TELEPHONE THAT AN ERROR HAD BEEN MADE. BY LETTER DATED OCTOBER 16, 1956, CONFIRMING THE NOTICE OF ERROR AND REQUESTING RELEASE FROM ITS COMMITMENT, THE FIRM STATED THAT ITS BID WAS INTERCHANGED INADVERTENTLY WITH ANOTHER BID ON A DIFFERENT JOB AND THAT MATERIALS FOR THE FORMS WOULD COST APPROXIMATELY $10 PER THOUSAND, TO WHICH WOULD BE ADDED COMPOSITION, MAKE READY, AND LABOR CHARGES. ACCORDING TO AN ESTIMATE SHEET ENCLOSED WITH ITS LETTER, THE QUOTED PRICE FOR THE FORMS SHOULD HAVE BEEN $350.91. YOUR OFFICE'S ESTIMATE FOR THE JOB IS $300. THE CONTRACTING OFFICER HAS STATED THAT HE WOULD HAVE NOTED THE ERROR AND REQUESTED VERIFICATION OF THE BID HAD HE EXAMINED THE BIDS BEFORE RECEIVING THE NOTICE OF ERROR.

ON THE BASIS OF THESE FACTS, CONSOLIDATED BUSINESS SYSTEMS, INC., SHOULD BE ALLOWED TO WITHDRAW ITS BID.
