TO THE SECRETARY OF THE ARMY: REFERENCE IS MADE TO A LETTER DATED JUNE 22. IN INSTANCES WHERE THE BILL OF LADING COVERING A SHIPMENT IS LOST AND ADMINISTRATIVE DIFFICULTY IS ENCOUNTERED IN LOCATING THE CONSIGNEE AND OBTAINING HIS SIGNATURE ON A CERTIFICATE IN LIEU OF LOST U.S. WE HAVE NO OBJECTION TO THE ADOPTION OF THE PROPOSED PROCEDURE PROVIDED IT IS LIMITED TO OCCASIONAL SHIPMENTS LIKE THOSE INVOLVED HERE. WHICH ARE HOUSEHOLD GOODS OR PERSONAL EFFECTS CONSIGNED TO DESTINATIONS AT OTHER THAN REGULAR GOVERNMENT INSTALLATIONS. PROVIDED THAT THERE IS COMPLIANCE WITH ALL OTHER PROVISIONS OF GENERAL REGULATIONS NO. 97-REVISED.

REFERENCE IS MADE TO A LETTER DATED JUNE 22, 1956, FILE FINEK 167/7 APR 56 NATIONAL CARLOADING CORP., FROM THE ACTING CHIEF, ADVISORY SERVICES DIVISION, AND TO A LETTER DATED SEPTEMBER 24, 1956, FROM THE ASSISTANT, ENTITLEMENTS DIVISION, OFFICE OF THE CHIEF OF FINANCE. THE LETTERS CONCERN A PROPOSAL TO ACCEPT A PHOTOSTATIC COPY OF A CARRIER FREIGHT BILL OR DELIVERY RECEIPT, BEARING THE SIGNATURE OF THE CONSIGNEE OR HIS AGENT, AS EVIDENCE OF DELIVERY, IN INSTANCES WHERE THE BILL OF LADING COVERING A SHIPMENT IS LOST AND ADMINISTRATIVE DIFFICULTY IS ENCOUNTERED IN LOCATING THE CONSIGNEE AND OBTAINING HIS SIGNATURE ON A CERTIFICATE IN LIEU OF LOST U.S. GOVERNMENT BILL OF LADING, STANDARD FORM NO. 1108. THE PROVISIONS OF OUR GENERAL REGULATIONS NO. 97-REVISED REQUIRE THAT SUCH CERTIFICATES BE SIGNED BY THE CONSIGNEE.

WE HAVE NO OBJECTION TO THE ADOPTION OF THE PROPOSED PROCEDURE PROVIDED IT IS LIMITED TO OCCASIONAL SHIPMENTS LIKE THOSE INVOLVED HERE, WHICH ARE HOUSEHOLD GOODS OR PERSONAL EFFECTS CONSIGNED TO DESTINATIONS AT OTHER THAN REGULAR GOVERNMENT INSTALLATIONS, ENTAILING RELATIVELY SMALL AMOUNTS OF TRANSPORTATION CHARGES, AND PROVIDED THAT THERE IS COMPLIANCE WITH ALL OTHER PROVISIONS OF GENERAL REGULATIONS NO. 97-REVISED, CONCERNING THE PREPARATION OF CERTIFICATES AND THE MAINTENANCE OF CONTROLS TO PREVENT THE POSSIBILITY OF DUPLICATE PAYMENT.
