THE ARREARS OF PAY AND ALLOWANCES DUE YOUR SON WERE PAID TO HIM ON THE BASIS OF A LETTER DATED APRIL 10. SUCH AMOUNT WAS PROPERLY CERTIFIED FOR PAYMENT TO HIM.

REFERENCE IS MADE TO YOUR LETTER DATED SEPTEMBER 27, 1956, CONCERNING THE ADVICE CONTAINED IN A LETTER DATED JUNE 21, 1956, FROM OUR CLAIMS DIVISION THAT ARREARS OF PAY AND ALLOWANCES DUE YOUR SON, LORENZO P. GAMBOA, WHO WAS DISCHARGED AS PRIVATE, UNITED STATES ARMY, ON NOVEMBER 2, 1955, AS MENTALLY INCOMPETENT, WOULD BE PAID TO HIM DIRECT SINCE HE HAS NOW BEEN FOUND TO BE COMPETENT.

YOU SAY THAT YOUR SON IS A PATIENT AT THE VETERANS ADMINISTRATION HOSPITAL, FORT LYON, COLORADO, AND THAT HE IS RATED BY THE VETERANS ADMINISTRATION AS 100 PERCENT DISABLED BECAUSE OF SCHIZOPHRENIC REACTION AND AS INCOMPETENT.

AS YOU WERE ADVISED IN THE LETTER OF JUNE 21, 1956, THE ARREARS OF PAY AND ALLOWANCES DUE YOUR SON WERE PAID TO HIM ON THE BASIS OF A LETTER DATED APRIL 10, 1956, FROM THE VETERANS ADMINISTRATION HOSPITAL, FORT LYON, COLORADO, STATING THAT YOUR SON HAD BEEN RATED AS COMPETENT TO MANAGE HIS PERSONAL AFFAIRS, UNDER VETERANS ADMINISTRATION RATING PROCEDURE. IN VIEW OF SUCH LETTER AND SINCE YOUR SON MADE CLAIM IN HIS OWN BEHALF FOR THE AMOUNT DUE, SUCH AMOUNT WAS PROPERLY CERTIFIED FOR PAYMENT TO HIM. ACCORDINGLY, NO FURTHER OR DIFFERENT ACTION APPEARS TO BE WARRANTED.
