TO MR. GERALD J. GEORGE:

REFERENCE IS MADE TO YOUR REPORTED INDEBTEDNESS TO THE UNITED STATES IN THE AMOUNT OF $100.44, REPRESENTING A PAYMENT OF MONETARY ALLOWANCE IN LIEU OF TRANSPORTATION FOR TRAVEL OF YOUR WIFE FROM ALBUQUERQUE, NEW MEXICO, TO WELLINGTON, OHIO, DURING THE PERIOD OCTOBER 9 TO 12, 1952.

PURSUANT TO THE REQUEST OF THE HONORABLE A. D. BAUMHART, JR., HOUSE OF REPRESENTATIVES, WE HAVE REEXAMINED THE BASIS FOR THE INDEBTEDNESS.

IT APPEARS THAT WHILE YOU WERE STATIONED AT ALBUQUERQUE, NEW MEXICO, YOU RECEIVED ORDERS DATED SEPTEMBER 25, 1952, ASSIGNING YOU TO DUTY OVERSEAS. INCIDENT TO THAT ASSIGNMENT YOU SUBMITTED A VOUCHER SHOWING THAT YOUR WIFE TRAVELED FROM YOUR STATION TO WELLINGTON, OHIO, BETWEEN THE DATES OCTOBER 9 AND 12, 1952. IT APPEARS TO BE YOUR CONTENTION THAT THAT TRAVEL WAS PERFORMED FOR THE PURPOSE OF ESTABLISHING A RESIDENCE AT WELLINGTON AND ON THAT BASIS THE DISBURSING OFFICER PAID YOU THE AMOUNT IN QUESTION.

WHEN THE DISBURSING OFFICER'S ACCOUNT WAS AUDITED AN EXCEPTION WAS RAISED TO THAT PAYMENT FOR THE REASON THAT OTHER INFORMATION INDICATED THAT THE TRAVEL MAY NOT HAVE BEEN PERFORMED AS CLAIMED. FOR EXAMPLE, THE AUGUST 1952 CLASS Q ALLOTMENT CHECK WAS ADDRESSED TO YOUR WIFE AT GENEVA, ALABAMA. THAT CHECK WAS NEGOTIATED AT CLEVELAND, OHIO, ON SEPTEMBER 8, 1952, THUS, GIVING RISE TO SOME DOUBT THAT YOUR WIFE WAS RESIDING AT ALBUQUERQUE ON SEPTEMBER 25, 1952, THE DATE OF YOUR OVERSEAS ORDERS. ORDER THAT THE MATTER MAY BE CLARIFIED, IT IS REQUESTED THAT YOU FURNISH US INFORMATION AS TO WHERE YOUR WIFE WAS RESIDING DURING AUGUST AND SEPTEMBER 1952. THIS INFORMATION MAY BE IN THE FORM OF RENT RECEIPTS, UTILITY BILLS, OR THIRD-PARTY AFFIDAVITS. THE CASHING OF THE AUGUST ALLOTMENT CHECK IN CLEVELAND ALSO SHOULD BE EXPLAINED.
