REQUESTS A DECISION WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER STATED IN FAVOR OF MAJOR JAMES O. THE VOUCHER SHOWS THAT THE CHILDREN WERE BORN ON SEPTEMBER 29. IN HIS DEPENDENCY CERTIFICATE ON THE REVERSE OF THE VOUCHER THE OFFICER RELATES THAT HIS STEPCHILDREN ARE MEMBERS OF HIS HOUSEHOLD. IT THUS APPEARS THAT THE CHILDREN ARE DEPENDENT ON THE OFFICER AT LEAST TO THE EXTENT OF $42 A MONTH. EDUCATION OF HIS STEPCHILDREN WHO ARE MEMBERS OF HIS HOUSEHOLD. SINCE THE STEPCHILDREN'S INCOME IS NOT SUFFICIENT FOR THEIR ENTIRE SUPPORT. IT IS CONCLUDED THAT THE CHILDREN ARE IN FACT DEPENDENT UPON THE OFFICER FOR THE PURPOSES OF TRANSPORTATION ON PERMANENT CHANGE OF STATION.

YOUR LETTER OF JULY 17, 1956, REQUESTS A DECISION WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER STATED IN FAVOR OF MAJOR JAMES O. WEBB, 043037, UNITED STATES MARINE CORPS, FOR REIMBURSEMENT OF THE COST OF TRANSPORTATION OF DEPENDENTS (STEPSON, WILLIAM H. GATSON; STEPDAUGHTER, CLARA A. GATSON) FROM TRIANGLE, VIRGINIA, TO OCEANSIDE, CALIFORNIA, THE TRAVEL HAVING BEEN PERFORMED BETWEEN JUNE 9 AND JULY 6, 1956, PURSUANT TO ORDERS DATED FEBRUARY 2, 1956.

THE VOUCHER SHOWS THAT THE CHILDREN WERE BORN ON SEPTEMBER 29, 1946,AND JULY 16, 1949, RESPECTIVELY. IN HIS DEPENDENCY CERTIFICATE ON THE REVERSE OF THE VOUCHER THE OFFICER RELATES THAT HIS STEPCHILDREN ARE MEMBERS OF HIS HOUSEHOLD. THE OFFICER EXPLAINS FURTHER THAT THE ACTUAL LIVING EXPENSES INCURRED BY THE CHILDREN AVERAGE $154 A MONTH; THAT THE GROSS INCOME OF THE CHILDREN AVERAGES $112 A MONTH; AND THAT HE CONTRIBUTES AN AVERAGE OF $42 A MONTH FOR THE SUPPORT OF THE CHILDREN. IT THUS APPEARS THAT THE CHILDREN ARE DEPENDENT ON THE OFFICER AT LEAST TO THE EXTENT OF $42 A MONTH.

SINCE MAJOR WEBB ACTUALLY CONTRIBUTES SUBSTANTIALLY TO THE SUPPORT, MAINTENANCE, AND EDUCATION OF HIS STEPCHILDREN WHO ARE MEMBERS OF HIS HOUSEHOLD, AND SINCE THE STEPCHILDREN'S INCOME IS NOT SUFFICIENT FOR THEIR ENTIRE SUPPORT, IT IS CONCLUDED THAT THE CHILDREN ARE IN FACT DEPENDENT UPON THE OFFICER FOR THE PURPOSES OF TRANSPORTATION ON PERMANENT CHANGE OF STATION.

ACCORDINGLY, THE VOUCHER AND SUPPORTING PAPERS ARE RETURNED HEREWITH, PAYMENT ON THE VOUCHER ..END :
