REQUESTS A DECISION WHETHER PAYMENT IS AUTHORIZED ON THE ENCLOSED VOUCHER IN FAVOR OF MR. THE MOVEMENT OF THE EMPLOYEE'S HOUSEHOLD GOODS WAS AUTHORIZED BY TRAVEL ORDER NO. 1097 DATED APRIL 11. HE WAS ACCOMPANIED BY HIS DEPENDENTS. WE HAVE CONSISTENTLY HELD THAT THE COST OF MOVING HOUSE TRAILERS. - WHICH IS NOT WITHIN THE PURVIEW OF THE TERM "HOUSEHOLD GOODS" AND "PERSONAL EFFECTS" AS USED IN EXECUTIVE ORDER 9805. THE COST OF TRANSPORTING THE TRAILER WAS INCREASED BECAUSE OF THE EFFECTS TRANSPORTED THEREIN. THE COST ATTRIBUTABLE TO THE MOVEMENT OF THE TRAILER MAY NOT BE CONSIDERED AS HAVING BEEN INCURRED AS INCIDENT TO THE SHIPMENT OF HOUSEHOLD GOODS OR PERSONAL EFFECTS FOR WHICH REIMBURSEMENT IS AUTHORIZED.

YOUR LETTER OF JULY 18, 1956, FILE NCBCB, REQUESTS A DECISION WHETHER PAYMENT IS AUTHORIZED ON THE ENCLOSED VOUCHER IN FAVOR OF MR. DONALD G. MCCANN, AN EMPLOYEE OF THE CORPS OF ENGINEERS, DEPARTMENT OF THE ARMY. THE VOUCHER IN THE AMOUNT OF $569.36 COVERS REIMBURSEMENT AT A COMMUTED RATE FOR THE MOVEMENT OF HIS HOUSEHOLD GOODS INCIDENT TO A PERMANENT CHANGE OF STATION FROM SEATTLE, WASHINGTON, TO MASSENA, NEW YORK.

THE MOVEMENT OF THE EMPLOYEE'S HOUSEHOLD GOODS WAS AUTHORIZED BY TRAVEL ORDER NO. 1097 DATED APRIL 11, 1956. HE EFFECTED THE MOVEMENT OF HIS HOUSEHOLD GOODS BY PRIVATELY OWNED HOUSE TRAILER DRAWN BY HIS PERSONALLY OWNED AUTOMOBILE WHICH HE DROVE. HE WAS ACCOMPANIED BY HIS DEPENDENTS, AND HE HAS BEEN REIMBURSED ON A SEPARATE VOUCHER FOR THE TRAVEL OF HIMSELF AND HIS DEPENDENTS. THE EMPLOYEE HAS FURNISHED WEIGHT SLIPS WHICH SHOW THE EMPTY WEIGHT OF THE TRAILER AS 5,425 POUNDS AND THE LOADED WEIGHT AS 8,050 POUNDS. ALSO, HE HAS CERTIFIED THAT THE LOADED WEIGHT OF THE TRAILER INCLUDED ONLY HIS HOUSEHOLD GOODS.

WE HAVE CONSISTENTLY HELD THAT THE COST OF MOVING HOUSE TRAILERS--- WHICH IS NOT WITHIN THE PURVIEW OF THE TERM "HOUSEHOLD GOODS" AND "PERSONAL EFFECTS" AS USED IN EXECUTIVE ORDER 9805, AS AMENDED--- CANNOT BE CONSIDERED AS INCIDENT TO THE SHIPMENT OF HOUSEHOLD EFFECTS. SEE 32 ID. 451, ID. 367. THEREFORE, WHERE THE RECORD DOES NOT SHOW WHAT AMOUNT, IF ANY, THE COST OF TRANSPORTING THE TRAILER WAS INCREASED BECAUSE OF THE EFFECTS TRANSPORTED THEREIN, THE COST ATTRIBUTABLE TO THE MOVEMENT OF THE TRAILER MAY NOT BE CONSIDERED AS HAVING BEEN INCURRED AS INCIDENT TO THE SHIPMENT OF HOUSEHOLD GOODS OR PERSONAL EFFECTS FOR WHICH REIMBURSEMENT IS AUTHORIZED.

ACCORDINGLY, THE VOUCHER WHICH IS RETURNED HEREWITH, MAY NOT BE CERTIFIED FOR PAYMENT ON THE BASIS OF THE PRESENT RECORD. HOWEVER, IF THE EMPLOYEE CAN FURNISH EVIDENCE OF ADDITIONAL EXPENSE CONNECTED WITH THE MOVEMENT OF THE HOUSEHOLD EFFECTS, THE MATTER SHOULD BE FORWARDED AGAIN FOR FURTHER CONSIDERATION.
