REFERENCE IS MADE TO YOUR LETTER OF MAY 18, 1956, WITH ENCLOSURES, RELATIVE TO AN ALLEGED ERROR ON ITEM NO. 14 OF A BID SUBMITTED BY N. C. GREEN IN A SALE OF GOVERNMENT-OWNED SURPLUS PROPERTY. YOU REQUEST A DECISION AS TO WHETHER THE BID AS TO THAT ITEM MAY BE DISREGARDED.

ON THE BASIS OF THE REPORTED FACTS AND THE EVIDENCE IN THIS CASE, THERE IS NO DOUBT THAT MR. GREEN MADE A BONA FIDE ERROR IN HIS BID ON ITEM NO. 14 AS HE EXPLAINED IN RESPONSE TO YOUR REQUEST FOR VERIFICATION OF THE BID.

ACCORDINGLY, SINCE YOU BELIEVED THE BID WAS ERRONEOUS AND SINCE SUCH BELIEF WAS CONFIRMED AND THE ERROR WAS EXPLAINED BY MR. GREEN PRIOR TO AWARD, THE BID, AS TO ITEM NO. 14, MAY BE DISREGARDED IN MAKING THE AWARD.
