YOUR LETTER OF JUNE 18, 1956, REQUESTS THAT THE INELIGIBILITY OF R. W. NAUGLER AND B. W. NAUGLER, INC., TO RECEIVE AWARDS OF FEDERAL CONTRACTS, RESULTING FROM VIOLATIONS OF THE EIGHT HOUR LAWS, 27 STAT. 340, AS AMENDED, 40 U.S.C. 321, BE DISCONTINUED UNTIL AN ORAL PRESENTATION CAN BE MADE IN THEIR DEFENSE.

THESE NAMES WERE INCLUDED IN OUR LISTING OF DEBARMENTS AT THE REQUEST OF THE DEPARTMENT OF LABOR AFTER IT HAD FOUND THAT VIOLATIONS EXISTED AND IMPOSED INELIGIBILITY. OUR PARTICIPATION IN THE MATTER DID NOT EXTEND TO THE MAKING OF SUCH DETERMINATIONS BUT ONLY TO PUBLICATION OF THE NAMES AS A COOPERATIVE MEASURE SO THAT THE DEPARTMENT WOULD NOT NEED TO CIRCULATE A SEPARATE LIST.

CONSEQUENTLY, ANY REPRESENTATIONS IN THE MATTER SHOULD BE ADDRESSED TO THE DEPARTMENT OF LABOR.
