REQUESTS A DECISION WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER STATED IN FAVOR OF CAPTAIN EDWARD R. THE VOUCHER SHOWS THAT THE CHILD WAS BORN ON MARCH 10. IN HIS DEPENDENCY CERTIFICATE ON THE REVERSE OF THE VOUCHER THE OFFICER RELATES THAT HIS STEPSON IS A MEMBER OF HIS HOUSEHOLD AND THAT THE CHILD IS NOT POSSESSED OF INCOME ADEQUATE FOR HIS SUPPORT. IT THUS APPEARS THAT THE CHILD IS DEPENDENT UPON THE OFFICER AT LEAST TO THE EXTENT OF $41 A MONTH. EDUCATION OF HIS STEPSON WHO IS A MEMBER OF HIS HOUSEHOLD. SINCE THE STEPSON'S INCOME IS NOT SUFFICIENT FOR HIS ENTIRE SUPPORT. IT IS CONCLUDED THAT THE CHILD IS IN FACT DEPENDENT UPON THE OFFICER FOR THE PURPOSE OF TRANSPORTATION ON PERMANENT CHANGE OF STATION.

YOUR LETTER OF FEBRUARY 27, 1956, REQUESTS A DECISION WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER STATED IN FAVOR OF CAPTAIN EDWARD R. NASIN, 016001, UNITED STATES MARINE CORPS, FOR REIMBURSEMENT OF THE COST OF TRANSPORTATION OF A DEPENDENT (STEPSON, EARL WAYNE LEWIS) FROM FALLS CHURCH, VIRGINIA, TO HAVELOCK, NORTH CAROLINA, THE TRAVEL HAVING BEEN PERFORMED BETWEEN FEBRUARY 8 AND 15, 1956, PURSUANT TO ORDERS DATED NOVEMBER 2, 1955.

THE VOUCHER SHOWS THAT THE CHILD WAS BORN ON MARCH 10, 1943. IN HIS DEPENDENCY CERTIFICATE ON THE REVERSE OF THE VOUCHER THE OFFICER RELATES THAT HIS STEPSON IS A MEMBER OF HIS HOUSEHOLD AND THAT THE CHILD IS NOT POSSESSED OF INCOME ADEQUATE FOR HIS SUPPORT. THE OFFICER EXPLAINS FURTHER THAT THE CHILD'S LIVING EXPENSES AMOUNT TO $75 A MONTH, THAT THE MONTHLY GROSS INCOME OF THE CHILD AMOUNTS TO $34, AND THAT HE CONTRIBUTES $75 A MONTH FOR THE SUPPORT OF THE CHILD. IT THUS APPEARS THAT THE CHILD IS DEPENDENT UPON THE OFFICER AT LEAST TO THE EXTENT OF $41 A MONTH.

SINCE CAPTAIN NASIN ACTUALLY CONTRIBUTES SUBSTANTIALLY TO THE SUPPORT, MAINTENANCE, AND EDUCATION OF HIS STEPSON WHO IS A MEMBER OF HIS HOUSEHOLD, AND SINCE THE STEPSON'S INCOME IS NOT SUFFICIENT FOR HIS ENTIRE SUPPORT, IT IS CONCLUDED THAT THE CHILD IS IN FACT DEPENDENT UPON THE OFFICER FOR THE PURPOSE OF TRANSPORTATION ON PERMANENT CHANGE OF STATION.

ACCORDINGLY, THE VOUCHER AND SUPPORTING PAPERS ARE RETURNED HEREWITH, PAYMENT ON THE VOUCHER BEING AUTHORIZED, IF OTHERWISE CORRECT.
