A 15-DAY DELAY EN ROUTE WAS AUTHORIZED. WERE ISSUED WHICH TRANSFERRED YOU TO AIR TRANSPORT SQUADRON EIGHT. YOUR HOUSEHOLD EFFECTS WERE PACKED AND HAULED TO A COMMERCIAL WAREHOUSE WHERE THEY REMAINED IN STORAGE FROM JULY 23 UNTIL DECEMBER 23. STORAGE OF YOUR EFFECTS WAS $102.99. AT A TIME WHEN IT APPEARS YOU WERE DIRECTED TO MAKE A PERMANENT CHANGE OF STATION IN THE UNITED STATES UNDER THE DISPATCH OF JULY 21. ON THAT BASIS YOU WERE ENTITLED TO HAVE YOUR GOODS PACKED AND TRANSPORTED INCIDENT TO THAT CHANGE. THERE IS NO SHOWING OF ANY FACTS WHICH WOULD PERMIT STORAGE OF YOUR GOODS AT THAT TIME. YOUR WIFE'S LETTER OF FEBRUARY 13, 1956, REQUESTS REVIEW OF OFFICE SETTLEMENT DATED JANUARY 26, 1956, WHICH DISALLOWED YOUR CLAIM FOR REIMBURSEMENT OF EXPENSES INCURRED IN THE PACKING AND HAULING OF YOUR HOUSEHOLD EFFECTS TO STORAGE, AND STORAGE DURING THE PERIOD JULY 23 TO DECEMBER 23, 1954.

BY TRANSFER DISPATCH DATED JULY 20, 1954, THE BUREAU OF NAVAL PERSONNEL DIRECTED YOUR TRANSFER FROM THE NAVAL AIR TECHNICAL TRAINING CENTER, MEMPHIS, TENNESSEE, TO COMMANDER AIR FORCES, PACIFIC, SAN FRANCISCO, FOR DUTY. A 15-DAY DELAY EN ROUTE WAS AUTHORIZED. SUBSEQUENTLY, CHANGE OF STATION ORDERS DATED JULY 26, 1954, WERE ISSUED WHICH TRANSFERRED YOU TO AIR TRANSPORT SQUADRON EIGHT, HAWAII. ON JULY 23, 1954, YOUR HOUSEHOLD EFFECTS WERE PACKED AND HAULED TO A COMMERCIAL WAREHOUSE WHERE THEY REMAINED IN STORAGE FROM JULY 23 UNTIL DECEMBER 23, 1954. THE TOTAL COST FOR THE PACKING, HAULING, AND STORAGE OF YOUR EFFECTS WAS $102.99. YOU NOW CLAIM REFUND OF THAT AMOUNT.

THE PACKING, CARTAGE AND PLACING YOUR GOODS IN STORAGE TOOK PLACE PRIOR TO THE ORDERS OF JULY 26, 1954, AND AT A TIME WHEN IT APPEARS YOU WERE DIRECTED TO MAKE A PERMANENT CHANGE OF STATION IN THE UNITED STATES UNDER THE DISPATCH OF JULY 21, 1954. ON THAT BASIS YOU WERE ENTITLED TO HAVE YOUR GOODS PACKED AND TRANSPORTED INCIDENT TO THAT CHANGE, BUT THERE IS NO SHOWING OF ANY FACTS WHICH WOULD PERMIT STORAGE OF YOUR GOODS AT THAT TIME. SEE PARAGRAPH 8006-1-A, JOINT TRAVEL REGULATIONS. WHILE IT APPEARS THAT YOU WERE INFORMED OTHERWISE AT THE TIME YOUR GOODS WERE PLACED IN STORAGE, TEMPORARY STORAGE OF HOUSEHOLD EFFECTS IN COMMERCIAL WAREHOUSES AT GOVERNMENT EXPENSE WAS NOT AUTHORIZED UNDER THE CIRCUMSTANCES INVOLVED. THE ORDERS OF JULY 26, 1954, ISSUED AFTER YOUR GOODS WERE PLACED IN STORAGE DO NOT AFFECT YOUR RIGHTS INSOFAR AS THE STORAGE IS CONCERNED. SINCE THE REGULATIONS DO AUTHORIZE REIMBURSEMENT FOR THE COST OF PACKING, CRATING AND HAULING OF THE PRESCRIBED WEIGHT ALLOWANCE OF HOUSEHOLD GOODS INCIDENT TO AN ACTUAL SHIPMENT IN CONNECTION WITH A PERMANENT CHANGE OF STATION, SETTLEMENT WILL ISSUE FOR THE CORRECT AMOUNT FOUND TO BE DUE FOR THOSE ITEMS.
