REQUESTS A DECISION WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER STATED IN FAVOR OF FIRST LIEUTENANT DONALD M. YOUR DOUBT IN THE MATTER IS BASED ON THE FACT THAT THE SUPPLEMENTAL CERTIFICATE ATTACHED TO THE VOUCHER RESPECTING THE DEPENDENCY STATUS OF THE OFFICER'S STEP-DAUGHTERS DOES NOT SHOW THAT THE MONTHLY AMOUNT CONTRIBUTED TO HIM BY THEIR SUPPORT WAS MORE THAN HALF TO THE MONTHLY AMOUNT OF THEIR LIVING EXPENSES. THE VOUCHER SHOWS THAT THE CHILDREN WERE BORN ON MAY 15. THAT THEY ARE MEMBERS OF THE OFFICER'S HOUSEHOLD. MAINTENANCE AND EDUCATION OF HIS STEPCHILDREN WHO ARE MEMBERS OF HIS HOUSEHOLD. THAT THEIR OTHER INCOME IS NOT SUFFICIENT FOR THEIR ENTIRE SUPPORT. IT IS CONCLUDED THAT THEY ARE IN FACT DEPENDENT UPON HIM FOR THE PURPOSES OF TRANSPORTATION ON PERMANENT CHANGE OF STATION.

YOUR LETTER OF DECEMBER 28, 1955, REQUESTS A DECISION WHETHER PAYMENT IS AUTHORIZED ON A VOUCHER STATED IN FAVOR OF FIRST LIEUTENANT DONALD M. MERZ, OL 186 926, MSC, FOR REIMBURSEMENT OF THE COST OF TRANSPORTATION OF DEPENDENTS (CATHY ANN AND NANCY LOUISE SCHWAIGERT, STEP-DAUGHTERS) FROM COLUMBUS, OHIO, TO SAN ANTONIO, TEXAS, THE TRAVEL HAVING BEEN PERFORMED INCIDENT TO ORDERS DATED APRIL 18, 1955. YOUR DOUBT IN THE MATTER IS BASED ON THE FACT THAT THE SUPPLEMENTAL CERTIFICATE ATTACHED TO THE VOUCHER RESPECTING THE DEPENDENCY STATUS OF THE OFFICER'S STEP-DAUGHTERS DOES NOT SHOW THAT THE MONTHLY AMOUNT CONTRIBUTED TO HIM BY THEIR SUPPORT WAS MORE THAN HALF TO THE MONTHLY AMOUNT OF THEIR LIVING EXPENSES.

THE VOUCHER SHOWS THAT THE CHILDREN WERE BORN ON MAY 15, 1947, AND MARCH 19, 1949, AND THAT THEY ARE MEMBERS OF THE OFFICER'S HOUSEHOLD. IN THE SUPPLEMENTAL CERTIFICATE THE OFFICER RELATES THAT THE LIVING EXPENSES OF EACH CHILD AMOUNT TO $100 A MONTH, AND THAT HE CONTRIBUTES $50 A MONTH FOR THE SUPPORT OF EACH. THE OFFICER ALSO RELATES THAT EACH CHILD RECEIVES $50 A MONTH FOR SUPPORT FROM HER NATURAL FATHER AND THAT NEITHER HAS ANY OTHER INCOME OR PROPERTY IN HER OWN RIGHT.

SINCE IT APPEARS THAT LIEUTENANT MERZ ACTUALLY CONTRIBUTES SUBSTANTIALLY TO THE SUPPORT, MAINTENANCE AND EDUCATION OF HIS STEPCHILDREN WHO ARE MEMBERS OF HIS HOUSEHOLD, AND THAT THEIR OTHER INCOME IS NOT SUFFICIENT FOR THEIR ENTIRE SUPPORT, IT IS CONCLUDED THAT THEY ARE IN FACT DEPENDENT UPON HIM FOR THE PURPOSES OF TRANSPORTATION ON PERMANENT CHANGE OF STATION.

ACCORDINGLY, THE VOUCHER AND SUPPORTING PAPERS ARE RETURNED, PAYMENT ON THE VOUCHER BEING AUTHORIZED, IF OTHERWISE CORRECT.
