REFERENCE IS MADE TO YOUR LETTERS OF NOVEMBER 3, 1955, AND JANUARY 5, 1956, BOTH WRITTEN UNDER FILE 11, REQUESTING REVIEW OF THE SETTLEMENT CERTIFICATE IN CLAIM TK-542476, DATED JUNE 27, 1955, WHICH DISALLOWED YOUR CLAIM FOR ADDITIONAL CHARGES FOR TRANSPORTING A SHIPMENT OF INTERNAL COMBUSTION ENGINES FROM MCDILL FIELD, FLORIDA, TO TINKER AIR FORCE BASE, MIDWEST CITY (FORMERLY MARION), 1HDR XXXXX00001 003 AFLITEDATA68261-000 OKLAHOMA, VIA HOWARD HALL INC.--- B AND M EXPRESS--- JONES TRUCKING CO., INC., UNDER GOVERNMENT BILL OF LADING WX-8676179 IN FEBRUARY 1953.

FOR THIS SERVICE, YOU ORIGINALLY CLAIMED CHARGES IN THE AMOUNT OF $618.63, COMPUTED ON THE BASIS OF THE ACTUAL WEIGHT OF 12,915 POUNDS AT THE RATE OF 479 CENTS PER 100 POUNDS. YOUR BILL, SUPPORTED BY A CERTIFICATE IN LIEU OF LOST U.S. GOVERNMENT BILL OF LADING, WAS PAID BY THE ARMY FINANCE OFFICE IN THE STATED AMOUNT WITHOUT PRIOR AUDIT THEREOF. YOU LATER SUBMITTED SUPPLEMENTAL BILL NO. 845197 FOR ADDITIONAL CHARGES IN THE AMOUNT OF $17.37, BASED ON A TRUCKLOAD MINIMUM WEIGHT OF 24,000 POUNDS AT A RATE OF 265 CENTS PER 100 POUNDS, CITING AS AUTHORITY "SMCRC" TARIFF 41-A, AND STATING THAT THIS WAS A TRUCKLOAD SHIPMENT.

IN OUR AUDIT OF THIS TRANSACTION IT WAS FOUND THAT THE CHARGES WERE PROPERLY FOR DETERMINATION ON THE BASIS OF THE RATE NAMED IN "U.S. GOVERNMENT QUOTATION NO. 83 (HOWARD HALL SERIES)," A PHOTOSTATIC COPY OF WHICH IS ENCLOSED, AND THAT AN EXCESS PAYMENT IN THE AMOUNT OF $66.63 HAD BEEN MADE TO YOU. NOTICE OF THE OVERPAYMENT, GENERAL ACCOUNTING OFFICE FORM 1003, DATED JUNE 27, 1955, WAS FORWARDED TO YOU WITH THE DISPUTED SETTLEMENT CERTIFICATE. UNDER THE CITED QUOTATION, WHICH WAS SIGNED BY THE VICE PRESIDENT OF YOUR COMPANY AS WELL AS BY THE APPROPRIATE TRAFFIC OFFICIALS OF YOUR CONNECTIONS, THE CARRIERS NAMED IN THE ROUTE PORTION THEREOF, E.G., HOWARD HALL CO., INC.; B AND M EXPRESS CO.; JONES TRUCK LINES, AGREED TO TRANSPORT THE SHIPMENT IN QUESTION AT A RATE OF 230 CENTS PER 100 POUNDS, SUBJECT TO A TRAILER MINIMUM WEIGHT OF 24,000 POUNDS. IS ALSO TO BE OBSERVED THAT THE SUPPORTING CERTIFICATE IN LIEU OF LOST U.S. GOVERNMENT BILL OF LADING CONTAINS THE FOLLOWING ANNOTATION: "THIS SHIPMENT TENDERED UNDER PROVISIONS OF HOWARD HALL CO. INC. TRANSPORTATION CO. GOVT. QUOTATION NO. Q-83.' IN THE LIGHT OF THE FOREGOING, MODIFICATION OF THE PRIOR AUDIT ACTION OF THIS OFFICE DOES NOT SEEM TO BE REQUIRED.

ACCORDINGLY, THE OVERPAYMENT OF $66.63 SHOULD BE REFUNDED PROMPTLY TO PRECLUDE DEDUCTION FROM AMOUNTS OTHERWISE DUE YOUR COMPANY.
